4. Reduce negative breeding through provision of high-quality germ-plasm.
5. Increase productivity through improved livestock management.
6. Promote exports of live stud animals and germ-plasm

Thuo Letlotlo is an inclusive livestock support programme as it covers all livestock sub-sectors unlike the previous programmes. The programme covers: beef cattle (commercial and stud); dairy (cattle and goats), goats and sheep (commercial and stud), poultry, piggery, ostrich, rabbits, apiculture, aquaculture, equine, Mosi and Tswana breeds multiplication, breeding of dogs, hides and skins, game farming, fodder and feed processing, Assisted Reproductive Technologies (ARTs), rangeland management and provision of private extension services. Thuo Letlotlo also differs from the previous programmes in that it is output based rather than input based, and hence offers rewards for those who reach the set productivity targets.
The main objective of Thuo Letlotlo livestock support programme is to develop sustainable, inclusive, and diversified livestock sector. One of the key principles of the programme is sustainable use and conservation of natural resources, which is critical in the face of changing climate. The programme has two components: household and national food and nutrition security. The household food and nutrition security component provide 100% subsidies to micro farmers earning a monthly income of less than P4,000.00, while the national food security component targets, small, medium, and large-scale famers earning over P4,000.00 and provides grants with farmers expected to contribute a certain proportion towards the costs of the projects and subsidized loans at prime lending rate for large scale farmers.
Thuo Letlotlo has a total of 25 packages covering all livestock sub-sectors, with the amount of grant and subsidized loan varying with farmer categories and sub-sectors. In addition, the programme includes enhancers to support packages under each sub-sector. A key feature of the programme is the Management System whose role will be to provide registry of livestock keepers as well as enhance data collection and dissemination to assist in programme monitoring and evaluation during implementation. Another key feature of the programme is privatisation of the extension services for effective and efficient delivery as these are critical for the success of the programme.
