The Praia Group will present major methodological advances namely: 🔹 Standardized surveys on participation in political and public affairs and discrimination
🔹 Guidance on using administrative data for inclusive political participation and for measuring non-discrimination and equality
🔹 Insights from global consultations and extensive pilot testing across countries — reflecting strong relevance and quality in response to emerging data needs.
Public participation and non-discrimination shape who is heard, who is represented, and who is left behind. When these realities are not adequately captured in official statistics, inequalities remain invisible and decision-making risks overlooking the people it is meant to serve.

𝐏𝐫𝐚𝐢𝐚 𝐆𝐫𝐨𝐮𝐩 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐖𝐨𝐫𝐤

The Praia Group’s work on Governance Statistics is carried out through technical 𝐓𝐚𝐬𝐤 𝐓𝐞𝐚𝐦𝐬 with international participation.

𝐁𝐞𝐭𝐰𝐞𝐞𝐧 𝟐𝟎𝟐𝟏 𝐚𝐧𝐝 𝟐𝟎𝟐𝟓, and within the scope of its activities, the Praia Group relied on two Task Teams dedicated to 𝐍𝐨𝐧-𝐃𝐢𝐬𝐜𝐫𝐢𝐦𝐢𝐧𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐄𝐪𝐮𝐚𝐥𝐢𝐭𝐲 and 𝐏𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐨𝐧 𝐢𝐧 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐚𝐧𝐝 𝐏𝐮𝐛𝐥𝐢𝐜 𝐀𝐟𝐟𝐚𝐢𝐫𝐬.

𝐓𝐡𝐞 𝐟𝐢𝐠𝐮𝐫𝐞𝐬 𝐫𝐞𝐟𝐥𝐞𝐜𝐭 𝐭𝐡𝐞 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐨𝐮𝐬 𝐞𝐟𝐟𝐨𝐫𝐭 𝐨𝐟 𝐭𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐚𝐧𝐝 𝐢𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐜𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐢𝐧 𝐭𝐡𝐞 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐨𝐟 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐬𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐬.

𝟐𝟎𝟐𝟓 was a year of 𝐜𝐨𝐧𝐬𝐨𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐚𝐢𝐚 𝐆𝐫𝐨𝐮𝐩’𝐬 𝐦𝐞𝐭𝐡𝐨𝐝𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐢𝐧𝐬𝐭𝐫𝐮𝐦𝐞𝐧𝐭𝐬, preparing their presentation and validation at the 𝐔𝐧𝐢𝐭𝐞𝐝 𝐍𝐚𝐭𝐢𝐨𝐧𝐬 𝐒𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 (2026).

𝐏𝐫𝐚𝐢𝐚 𝐆𝐫𝐨𝐮𝐩 𝐡𝐨𝐥𝐝𝐬 𝐒𝐢𝐝𝐞 𝐄𝐯𝐞𝐧𝐭 𝐨𝐧 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐒𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐬 𝐨𝐧 𝐭𝐡𝐞 𝐦𝐚𝐫𝐠𝐢𝐧𝐬 𝐨𝐟 𝐂𝐎𝐃𝐆 𝟐𝟎𝟐𝟓

The 𝐏𝐫𝐚𝐢𝐚 𝐆𝐫𝐨𝐮𝐩 on Governance Statistics, in partnership with the 𝐀𝐟𝐫𝐢𝐜𝐚𝐧 𝐔𝐧𝐢𝐨𝐧/𝐒𝐓𝐀𝐓𝐀𝐅𝐑𝐈𝐂, held on December 1st, 2025, in Addis Ababa (Ethiopia), a hybrid Side Event on 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞, 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲. The event was supported by the 𝐔𝐍𝐃𝐏 𝐆𝐥𝐨𝐛𝐚𝐥 𝐏𝐨𝐥𝐢𝐜𝐲 𝐂𝐞𝐧𝐭𝐫𝐞 𝐟𝐨𝐫 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞, 𝐈𝐑𝐃 𝐃𝐈𝐀𝐋, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐌𝐨 𝐈𝐛𝐫𝐚𝐡𝐢𝐦 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧.

During the meeting, the methodological instruments developed by the Praia Group’s Working Groups in the dimensions Participation in Political and Public Affairs and Non-Discrimination and Equality were presented and discussed.

Participants shared experiences, provided inputs, and reinforced their support for the methodologies that will be submitted to the United Nations Statistical Commission (UNSC) in March 2026.

The Side Event concluded with the preparation of a Final Declaration, which will be presented to the Directors of Statistics during CODG 2025, requesting their support for the Praia Group’s work and for the renewal of its mandate for the next five years.

Grupo Praia realiza Side Event sobre Estatísticas de Governança à margem do CODG 2025

O Grupo Praia em Estatísticas de Governança, em parceria com a União Africana/STATAFRIC, realizou no dia 1 de dezembro de 2025, em Adis Abeba (Etiópia), um Side Event em formato híbrido sobre Governança, Paz e Segurança. O evento contou com o apoio do 𝐔𝐍𝐃𝐏 𝐆𝐥𝐨𝐛𝐚𝐥 𝐏𝐨𝐥𝐢𝐜𝐲 𝐂𝐞𝐧𝐭𝐫𝐞 𝐟𝐨𝐫 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞, 𝐝𝐨 𝐈𝐑𝐃 𝐃𝐈𝐀𝐋 𝐞 𝐝𝐚 𝐌𝐨 𝐈𝐛𝐫𝐚𝐡𝐢𝐦 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧.

Durante o encontro, foram apresentados e debatidos os instrumentos metodológicos desenvolvidos pelos Grupos de Trabalho do Grupo Praia nas dimensões Participação em Assuntos Políticos e Públicos e Não Discriminação e Igualdade.

Os participantes partilharam experiências, forneceram contributos e reforçaram o apoio às metodologias que serão apresentadas à Comissão de Estatística das Nações Unidas (UNSC) em março de 2026.

O Side Event culminou na elaboração de uma Declaração Final, que será apresentada aos Diretores de Estatística durante o CODG 2025, solicitando o seu apoio ao trabalho do Grupo Praia e à renovação do seu mandato para os próximos cinco anos.

A 𝐒𝐞𝐜𝐫𝐞𝐭𝐚́𝐫𝐢𝐚 𝐝𝐞 𝐄𝐬𝐭𝐚𝐝𝐨 𝐝𝐨𝐬 𝐍𝐞𝐠𝐨́𝐜𝐢𝐨𝐬 𝐄𝐬𝐭𝐫𝐚𝐧𝐠𝐞𝐢𝐫𝐨𝐬 𝐞 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐜̧𝐚̃𝐨, 𝐃𝐫𝐚. 𝐌𝐢𝐫𝐲𝐚𝐦 𝐕𝐢𝐞𝐢𝐫𝐚, destacou o reconhecimento internacional alcançado em 2023, quando as estatísticas de governança foram formalmente integradas na Classificação das Atividades Estatísticas das Nações Unidas (CSA 2.0), um marco histórico para Cabo Verde e para o continente africano.

Em nome do 𝐆𝐨𝐯𝐞𝐫𝐧𝐨 𝐝𝐞 𝐂𝐚𝐛𝐨 𝐕𝐞𝐫𝐝𝐞, o Secretário de Estado Adjunto do Primeiro-Ministro, 𝐃𝐫. 𝐋𝐨𝐮𝐫𝐞𝐧𝐜̧𝐨 𝐋𝐨𝐩𝐞𝐬 reafirmou o apoio à continuidade e renovação do mandato do Grupo Praia, reconhecendo a importância das estatísticas de governança como base para políticas públicas transparentes e democráticas.
