Building strategic communications capacities to support GOEIC’s outreach and visibility

As part of the EU-funded TIGARA Projects’ collaboration with the General Organization for Export and Import Control (GOEIC) under its quality infrastructure component, a four-day capacity building programme on strategic communications was held in Cairo from 26 to 29 April 2026, at GOEIC premises.

Aiming to strengthen GOEIC’s visibility and stakeholder engagement at national and international levels, the training combined interactive sessions with practical exercises, equipping GOEIC teams with tools and techniques to maximise their institutional outreach.

The programme covered a wide range of topics, including setting strategic objectives, audience segmentation and messaging, channel selection, storytelling, content creation for multiple platforms and practical skills in photography and short reels production.

Key results of the training include:

1. Identifying GOEIC’s communications objectives and alignment with its strategic mandate.
2. Enhanced capacity to tailor messages to different audiences and stakeholders.
3. Improved storytelling and content creation techniques adapted to digital platforms
4. Hands-on experience in producing photos and short video reels to enrich GOEIC’s outreach.
5. Practical skills in using META Business Suite for content scheduling, monitoring, and reporting.

The European Union support to trade, industry, growth and rapid market access TIGARA project is funded by the European Union and implemented by the United Nations Industrial Development Organization (UNIDO) in partnership with the Egyptian Ministry of Foreign Affairs, International Cooperation and Egyptian Expatriates, Ministry of Industry, and Ministry of Investment and Foreign Trade. The project aims to drive trade growth and support Egypt’s economic development through export orientation and enhanced competitiveness of the industrial sector.

Positioning Egypt’s textile industry for growth

The European Union support to trade, industry, growth and rapid market access TIGARA project, implemented by UNIDO Egypt, conducted intensive factory visits in El Mahalla El Kubra, one of Egypt’s most strategic textile hubs and a cornerstone of national industry, employment and export growth, during April 2026.

The objective of these visits is to support the development of a comprehensive textile business plan for the cluster, grounded in real factory-level insights and aligned with market needs and growth opportunities.

Engaging directly with home textiles and ready-made garments manufacturers, the visits went beyond observation. The team worked closely on factory floors to assess production systems, optimise workflows, and strengthen industrial engineering and planning practices.

Through this hands-on collaboration, the project aims to deliver practical, tailored solutions that drive measurable gains in productivity, operational efficiency, and competitiveness, reinforcing the textile sector’s role as a key driver of economic growth and job creation in Egypt.

Minister of Investment and Foreign Trade Meets Delegation from UNIDO-EU TIGARA Project to Advance Industrial Competitiveness in Egypt

A high-level meeting brought together the European Union support to trade, industry, growth and rapid market access (TIGARA) project, implemented by UNIDO, funded by the EU, with H.E. Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, to advance dialogue on strengthening Egypt’s industrial and Trade Policy, Quality Infrastructure ecosystem and SMEs access to international markets.

The meeting was attended by Dr. Gihan Bayoumi, Deputy Head of UNIDO Egypt, Dr. Anders Isaksson, the Chief of Policy, UNIDO, and General Essam Elnaggar, Chairman of the General Organization For Export & Import Control | GOEIC, reflecting strong institutional coordination and shared strategic priorities.

UNIDO and TIGARA officials presented ongoing efforts to reinforce Egypt’s industrial and trade policy framework through evidence-based analysis and targeted institutional support; enhance the efficiency, governance, and international alignment of the National Quality Infrastructure to facilitate trade and market access; and accelerate digital transformation to support compliance with evolving global trade requirements.

Discussions underscored the importance of integrated policy frameworks, robust quality systems, and digital innovation in improving trade performance, strengthening SME competitiveness, and enabling sustainable economic growth.

This engagement highlights continued collaboration to position Egypt as a more competitive and export-oriented economy.

عُقد اجتماع رفيع المستوى جمع بين مسئولي منظمة اليونيدو - مشروع دعم الاتحاد الأوروبي للتجارة والصناعة والنمو والنفاذ السريع إلى الأسواق (تجارة) - مع معالي الدكتور محمد فريد صالح، وزير الاستثمار والتجارة الخارجية، وذلك لمواصلة الحوار حول تعزيز السياسات الصناعية والتجارية ونظم البنية التحتية للجودة ونفاذ صادرات الشركات الصغيرة والمتوسطة للأسواق الدولية.

شارك في الاجتماع كل من الدكتورة جيهان بيومي، نائبة رئيس اليونيدو في مصر، واللواء عصام النجار، رئيس الهيئة العامة للرقابة على الصادرات والواردات، بما يعكس مستوى عالياً من التنسيق المؤسسي وتوافق الأولويات الاستراتيجية.

وقد استعرض مسئولي اليونيدو ومشروع تجارة الجهود الجارية لتعزيز إطار السياسات الصناعية والتجارية في مصر من خلال التحليل القائم على الأدلة وتقديم الدعم المؤسسي؛ وتحسين كفاءة وحوكمة البنية التحتية للجودة ومواءمتها مع المعايير الدولية لتيسير التجارة والنفاذ إلى الأسواق؛ إلى جانب تسريع التحول الرقمي بما يدعم الامتثال لمتطلبات التجارة العالمية المتغيرة.

وأكدت المناقشات على أهمية تكامل السياسات الصناعية، وتعزيز نظم الجودة، وتبني التحول الرقمي في تحسين أداء التجارة، ودعم تنافسية الشركات الصغيرة والمتوسطة، وتحقيق نمو اقتصادي مستدام.

ويعكس هذا اللقاء استمرار التعاون المشترك لتعزيز مكانة مصر كاقتصاد تنافسي قائم على التصدير.

Strengthening the textiles cluster in El Mahalla El Kubra to enhance SME competitiveness

Strengthening industrial clusters is central to enhancing SME competitiveness, fostering innovation, and supporting inclusive economic growth in Egypt.

On 6 April 2026, a workshop was held at Misr El Mahalla Company in El Mahalla El Kubra under the support to trade, industry, growth and rapid market access TIGARA project, implemented by UNIDO Egypt, to discuss and validate the action plan for the Textiles Cluster. The session brought together representatives from textile companies, the governorate, and the local textile association, ensuring a participatory and inclusive planning process.

The workshop drew on UNIDO - United Nations Industrial Development Organization's cluster development approach - one of the key methodologies applied across UNIDO programmes - building on earlier diagnostic work and a SWOT analysis conducted in December 2025. It provided a platform to present the proposed action plan, gather stakeholder inputs, and align on priorities and implementation mechanisms tailored to the local context.

Discussions covered key thematic areas essential for cluster development, including industrial upgrading and productivity, quality and compliance, export development and market access, sustainability and circular economy practices, skills development, digital transformation, governance, and access to finance.

This engagement reflects TIGARA’s commitment to strengthening industrial clusters as a strategic pathway to sustainable industrial development. By fostering collaboration among SMEs, public institutions, and sector stakeholders, the project contributes to more competitive, resilient, and inclusive value chains across key regions in Egypt.

Progress continues under the Quality Infrastructure component of the European Union support to trade, industry, growth and rapid market access TIGARA project, implemented by UNIDO, in advancing Egypt’s National Quality Policy.

A recent workshop, held on 6 April 2026, brought together key stakeholders from across the Quality Infrastructure ecosystem, marking an important step in a structured and participatory development process. As part of this effort, specialised subcommittees have been established to lead work on core technical pillars, including standards, metrology and calibration, conformity assessment, accreditation, and market surveillance. Initial drafts developed by subcommittee coordinators are guiding the ongoing technical discussions.

Building on this momentum, the next phase will focus on jointly developing the overarching elements of the policy; its mission, vision, strategic objectives, as well as the roadmap and sustainability framework, through a series of dedicated workshops.

In parallel, field visits are being conducted to further engage relevant national entities, while efforts are underway to refine the governance framework to ensure alignment with existing legislation and clarify institutional roles.

This inclusive and coordinated approach reinforces TIGARA’s commitment to strengthening Egypt’s National Quality Infrastructure, enhancing product quality and compliance, and supporting SMEs in accessing regional and international markets.

Strengthening Egypt’s beekeeping sector is a key step towards enhancing SME competitiveness, product quality, and export potential.

Under the European Union support to trade, industry, growth and rapid market access TIGARA project, implemented by UNIDO, a 2026 action plan for the Beekeeping Cluster in Gharbia has been developed in partnership with cluster stakeholders and experts. The plan outlines a comprehensive approach to improving governance, enhancing product quality, facilitating market access, and promoting innovation and sustainability.

Key priorities include:

➧ Improving compliance with national and international quality standards
➧ Supporting access to markets and export readiness
➧ Introducing digital tools and smart technologies in production
➧ Promoting product diversification and circular economy practices

The initiative reflects a strong commitment to empowering SMEs, enhancing value chains, and positioning Egyptian honey products more competitively in local and international markets. It also demonstrates TIGARA’s participatory approach, bringing together key stakeholders and technical expertise to shape inclusive and sustainable sector development.
