Choice is an important part of dog safety.
A dog who feels uncomfortable can normally create distance: step away, change direction or avoid an interaction. Tying them outside a shop removes those options while leaving strangers, children and other dogs free to approach.
That changes the situation completely.
Even a sociable dog can behave differently when they feel trapped. Understanding dog body language also means recognising when the environment prevents a dog from making the choices they would normally use to stay safe.
And there is another risk: unattended dogs can be stolen.
