The Downstream Process
Refined products arrive in Ghana through imports by BDCs and are stored in depots using pipelines and tanks. When BDCs sell to OMCs, waybills are issued, and products are loaded onto tanker trucks for delivery to filling stations for retail. However, the problem occurs at this stage, where trucks lift the product and leave the depots. Weak oversight at this point creates vulnerabilities, with volumes often under-reported or declared "lost," leading to significant revenue losses for the state.
