This meeting proved to be very important because it permanently placed the wheels of Pakistan's economic structure on external aid and a loan economy.

In February 1948, on the occasion of presenting his credentials to the first American ambassador, Paul Alling, he spoke at length and made it clear that Pakistan's foreign policy was based on friendship with all, but relations with the United States were of special vital importance.

Zulfikar Ali Bhutto, the son of Sir Shahnawaz Bhutto (a landowner), became a part of this society during his higher education and through it, he developed personal relationships with American and German diplomats and representatives of companies. After separating from Ayub Khan, before the establishment of the People's Party, he went to Germany and had a private, secret meeting with the then CIA station chief in . The purpose was that Bhutto Sahib wanted to convince the world powers (especially America) before forming his new party (People's Party) that whatever his public rhetoric, he was a servant of this system and machine with whom he could be dealt with (this fact was hidden by the then diplomat Sultan Muhammad Khan in his book Memories of a Diplomat). A leader who was publicly promoting politics on the basis of and anti-imperialist rhetoric, was in touch with senior officials of American intelligence behind the scenes, and right after that, he came to Pakistan and founded the People's Party under the leadership of the elders, feudal lords and chiefs of , Punjab and and .

Benazir Bhutto, the daughter of Zulfikar Bhutto Sahib and later on the mandate of his assassins, who came to power through his charter, was a part of this society. Mass Closures: Over 150 large-scale industrial units and 400 to 500 smaller units have become non-operational over the last two years.

Unemployment: This industrial shutdown has led to approximately 200,000 families losing their primary source of income.

The Export Crisis: Major brands, including Gul Ahmed, have reportedly expressed an inability to continue exports due to the sheer cost of doing business. The cost of production has become so high that Pakistani goods are no longer competitive in the international market.

The "Chinese Model" Paradox

The Human Cost: Food Insecurity
The industrial collapse is not just a corporate issue; it is a humanitarian one. Reports indicate that in 2018, roughly 16% of the population faced food insecurity. By 2026, that number is projected to rise to 25%.

For many, this means moving from two meals a day to just one, as the middle and poor classes are squeezed by unemployment and inflation.
The Path Forward: Business Diplomacy
The analysis concludes that Pakistan must shift from "Military Diplomacy" to "Business Diplomacy".

Renegotiating IPPs: The government must sit down with power producers to renegotiate contracts that are currently strangling the industry.
Agricultural Reform: Farmers need subsidies for seeds and protection from flood-related losses to restore the local cotton supply.

Global Trade Negotiations: Pakistan currently faces high tariffs in markets like the USA (estimated at 29% when combined with base tariffs). The state needs to use its diplomatic ties to secure better market access and lower tariffs for its exports.


The warning is clear: industrial units do not vanish and reappear overnight; they take generations to build. If the government continues to prioritize control over commerce, the remaining industry may soon disappear, leaving the workforce in a state of permanent unemployment.
