Earlier today, the management of the Grand Bassa County Service Center, in collaboration with the Ministry of Transport and the Ministry of Commerce, held a meeting with owners and operators of transport-related businesses, including auto parts shops, motor vehicle and motorcycle dealers, garages, transport unions, and related entities.

The discussion focused on the importance and necessity of obtaining the required eligibility certificate before operating such businesses within Grand Bassa County. The meeting also aimed to create awareness among business owners and operators regarding the legal requirements and benefits of securing the appropriate certification prior to commencing operations.

These efforts are intended to strengthen compliance and raise the necessary government revenues from non-natural resource sectors, while promoting a more organized and regulated business environment within the county.

Some staff of the Grand Bassa County Service Center finally received their Certificates after a training sponsored by Center Transparency and Accountability in Liberia, CENTAL in collaboration with Liberia Anti-Corruption Commission, LACC & Transparency International.

Today, the Center for Democratic Governance (CDG)—a member of the tripartite consortium of NGOs (CDG, CENTAL, NAYMOTE) on the project Strengthening Political Governance and Accountability in Liberia visited the Grand Bassa County Service Center to conduct an evaluation interview.
The engagement focused on assessing the progress made over time, highlighting key improvements, and identifying challenges encountered in service delivery.
Such evaluations are essential in strengthening accountability and improving the effectiveness of public service delivery.

We extend our sincere appreciation to H.E. Joseph Nyuma Boakai and H.E. Jeremiah Kpan Koung for their continued commitment to decentralizing services and ensuring accessibility for all citizens.

On the sidelines of the visit, our Reception Desk remained actively engaged, providing assistance to a service seeker—reflecting our dedication to responsive and citizen-centered service delivery.

The Management of the Grand Bassa County Service Center is pleased to inform the public of the successful completion of major repair and renovation works carried out on the Center’s building. These improvements were undertaken with the aim of giving the infrastructure a better appearance and creating a more functional working environment that will enhance efficient service delivery at the local level.

When the current administration assumed responsibility for the facility, the building was not conducive for effective work. Several areas required urgent attention, and maintaining the structure in that condition would have continued to affect both staff productivity and the quality of services provided to the public. Recognizing this challenge, the management of the Center took the initiative, in consultation with county authorities headed by Honorable Karyou Johnson, Superintendent of Grand Bassa County to carry out the necessary repair and renovation works to restore the building to a more suitable and professional standard.

Through this collaborative effort, the facility has now been improved significantly, providing a cleaner, safer, and more welcoming environment for both employees and citizens seeking government services. The Center is now in a condition that can be properly maintained as we continue to look forward to the central government for the next phase of actions concerning County Service Centers across Liberia.

The indefatigable and illustrious Minister of the Ministry of Local Government, Honorable F. Sakila Nyemalin spoke distinctly at the brief opening session of the Ministry of Finance and Development Planning, MoFDP Technical Working Session to Restructure the County Treasury Financial Unit and Operational Manual.
With the theme: "Strengthening County Treasury Financial Management for Accountability, Transparency and Sustainable Development"

Held in Grand Bassa from February 24 - 28, 2026.

In that meeting, the Honorable Minister disclosed significant information relating to the future of County Service Centers across Liberia, and to kick-start such, two counties are going in the soonest possible time benefit from a state-of-the-art modern County Service Center that will have a Coordinator's quarters.

And after that brief meeting, our Minister, the Minister of Local Government along with some dignitaries (Minister and Director) from the Ministry of Finance and Development Planning, MoFDP and the Developmental Azibo of Grand Bassa County, Honorable Karyou Johnson, Superintendent, Grand Bassa made a stop at the Grand Bassa County Service Center, and toured the facility.

From the Port City of Buchanan, Grand Bassa County I stopped by to let you know that Sunday (February 22, 2026) and Monday, February 23, 2026) were engaging days for us at the Grand Bassa County Service Center.
The message about the County Service Center/Decentralization Policy, Revenue Sharing Law and Local Government was taken to the doorsteps of the the citizens of District #3 in Grand Bassa. The specific communities are: Tubmanville Community, Gorblee Community, and Barcoinnie. Trust me, with the present of the staff from the Ministry of Gender window and Birth Registration/Ministry of Health in collaboration with CENTAL the message resonated to the fullest.

Families and fellow Liberians, before my assumption of office as Coordinator, the Grand Bassa County Service Center was in a visibly dilapidated state. Years of neglect had taken a toll on the facility, creating an unconducive environment for both staff and service seekers. The condition of the building and its surroundings did not reflect the importance of the services being rendered, nor did it support effective and dignified public service delivery.

Upon taking over the role, and following extensive consultations with my Boss, Honorable Karyou Johnson, the Development Superintendent (Azibo) of Grand Bassa County, and other local government officials, a deliberate effort was initiated to reverse this situation. With the cooperation and support of various line ministries, agencies and commissions (MACs), the Grand Bassa County Service Center is now gradually being transformed into a more organized, functional, and conducive environment—one where staff and citizens can interact comfortably and efficiently.

Renovation and repair works are still ongoing, and as such, this transformation process remains in progress. A comprehensive update detailing the full scope of the improvements will be provided upon completion of the work.
We sincerely thank the public for following this process and extend our appreciation to the Ministry of Local Government, formerly the Ministry of Internal Affairs, for the confidence and opportunity to serve our country.

On today, February 2, 2026 A team of three officials from the United Nations Development Programme (UNDP), the Ministry of Local Government/Government of Liberia strategic partner visited Grand Bassa County to assess achievements and challenges within the local governance structure in Grand Bassa; particularly looking at the Local Government headed by Honorable Karyou Johnson, the GrandBassaCounty Council, and of course the GrandBassaCountyServiceCenter.
After nearly two hours of discussion with the Office of the Superintendent, the UNDP team visited the Grand Bassa County Service Center to observe the realities on the ground.

With the strong political will of H.E. President Joseph N. Boakai to ensure citizens access essential services within their counties, and with continued support from development partners, we remain hopeful that the Local Government Act and the Decentralization Policy will be fully realized.

Citizens from all sectors are encouraged to visit the Grand Bassa County Service Center to access quality and efficient services.

As you may be aware in an effort to strengthen the Decentralization process under the Liberian Decentralization Support Program, LDSP, some officials of government including my hardworking Superintendent in Honorable Karyou Johnson amongst other Superintendents and key government officials made a trip some part of last year (2025) to the Federal Republic of Nigeria precisely, Ibadan University.

The Provost, Postgraduate College, University of Ibadan, from Nigeria is in the country (Liberia) and today, stops by to interact with locals (County Officials) who are the engine in making sure the Decentralization Policy is carried out as it's written in the book.

The procedure began with an official welcome to the Superintendent's office and Grand Bassa County. And during such welcoming meeting, heads of MACs present where asked to make two-minute remarks each as to how the Decentralization is like and how it's working at their institutions. And of course, the Grand Bassa County Service Center was part and participated fully.

In the speech of the Professor, he made mention that Liberia is growing and such growth, should meet up with development. He also mention that, is not a must that the growth is speedy, but a sustained and continuous growth is the most important. And that's the path Liberia is on.

After the meeting was the touring of the Grand Bassa County Service Center as a symbolic process for other counties that he might not visit, even though he will visit the current four Treasury Counties.
