✅ 营业额15万至50万的企业 ➝ 2026年1月1日 开始电子发票
✅ 营业额低于15万的小商贩 ➝ 豁免电子发票
✅ 6个月过渡期，助商家顺利适应
✅ 鼓励提早准备，迈向业务数码化
