槟岛市政厅（MBPP）近年来积极推行“抓捕、绝育、放回原地”（TNR）计划，以更人道方式改善流浪狗问题，成果也逐渐受到关注。

根据报道，自2017年起，国际动物保护与福利救援组织（IAPWA）便与MBPP合作推动TNR计划，截至今年5月17日，当地已有8,484只流浪狗完成绝育。

槟岛市长表示，虽然目前还未达到“零流浪狗”目标，但未来将持续优化措施，包括不再将部分具有野性的流浪狗放回社区，同时也会设立新的流浪狗收容中心。

他说，随着相关措施持续进行，加上更多人士配合，预计未来3至5年内，流浪狗问题将逐步减少。
