Under the CBN Corporate Governance Guidelines, a non-executive chairman may serve a maximum of 12 years. Having reached that limit, Mr. Elumelu is required to step down, regardless of UBA's performance.

The U.S. has no single federal law imposing fixed tenure limits on bank chairpersons. Board tenure is generally governed by company bylaws, state corporate laws, and governance policies.
