Celebrating a Legacy: NAVSHIP Docking and Rigging Foreman Retires

The Naval Shipyard paid a heartfelt tribute to Mr. Roberto A Rabino Civ HR, on June 30, in recognition of his dedicated service to the Philippine Navy.

Boss Rabino as he is fondly called by his subordinates, is a seasoned Docking and Rigging Foreman, assigned from the Woodhull Shop Group of the unit. He was conferred a Plaque of Honorable Service for his 44 years, seven (7) months and seven (7) days of faithful service during a simple ceremony presided over by Commander, Naval Shipyard, Capt Julius P Reyes PN(GSC) and attended by some officers, enlisted personnel and civilian human resources of the unit.

Mr. Rabino happily shared how he found a second family within the Naval Shipyard, specifically at the Woodhull Shop. He expressed deep affection for his colleagues, noting that he has come to treat them not just as co-workers, but as his own children, fostering a bond that extends far beyond daily shipyard operations. “Dito ako kumuha ng pambuhay ko sa pamilya ko. Dito nagbago ang buhay ko”, he expressed with gratitude. In return, his "mga anak" showered him with words of appreciation and thankfulness, a heartfelt testament to his exceptional leadership, camaraderie, and the lasting impact he leaves behind.

In his remarks, CNAVSHIP congratulated and at the same time thanked the honoree for his loyal and long service to the Naval Shipyard. Mr. Rabino’s long generation in NAVSHIP greatly speaks of how long the unit has been serving the Philippine Navy. And as the unit charts its course toward the future, he emphasized that the organization is currently undergoing a vital phase of transition. He underscored that this evolution is essential for the growth and future-readiness of the command, highlighting the key areas of transformation such as people, capability, leadership, equipment, culture and mindset. He said that the unit must continuously evolve its processes to seamlessly integrate with modern equipment and technology. Concluding his address, CNAVSHIP called for the absolute cooperation of everyone, emphasizing that collective effort is critical to successfully realizing this transition.

While NAVSHIP embraces new transition, the core values of loyalty and duty exemplified by Mr. Rabino will remain the anchor of the command.

The Naval Shipyard once again demonstrated its commitment to community service and nation-building with its successful participation in Brigada Eskwela CY2026, held on 5 June 2026 at Trece Martires City National High School in Trece Martires City, Cavite.

In line with the Naval Shipyard’s upcoming 79th founding anniversary, this year’s endeavor was led by Capt Julius P Reyes PN(GSC), Commander, Naval Shipyard, together with personnel from the unit who worked hand in hand with the schoolteachers and parents to prepare classrooms and school facilities for the upcoming academic year.

Shipyard personnel provided manpower for cleaning, repainting, and minor repairs in classrooms and school grounds. Donations of cleaning and painting materials were also extended to the partner school. The activity formed part of the unit’s pre-anniversary initiatives, underscoring its commitment to community partnership and educational support.
