My dear colleagues, my fellow Cebuanos:

Today’s the last session of the 16th Sangguniang Panlalawigan of Cebu.

We have invited the 10 new members of the Provincial Board, who together with our re-elected colleagues shall comprise the 17th Sangguniang Panlalawigan of Cebu. Let me acknowledge them one by one: Antonio “Jojo” Bacaltos, Jr. and Lakambini “Neneth” Reluya of the 1st District; Julius Anthony Corominas and Lorenz Lagon of the 3rd District; Nelson Mondigo of the 4th District; Larenz Lagon and Alfred Francis “Alfie” Ouano of the 6th District; Paz “Lingling” Rozgoni of the 7th District; and Nilo “Olin” Seno and Malcolm Sanchez of the Lone District of Mandaue City.

By June 30, 2025, that’s next Monday, I will have ended a meaningful and unforgettable chapter in my life. In all my 12 years in the Provincial Government, I have always held fast to one guiding principle: that public office is a public trust and I have done my utmost to honor that trust--by serving with honesty, by upholding the rule of law, and by remaining faithful to the needs and aspirations of our constituents.

Right this moment, I feel a very unusual sensation. If it is not indigestion, it must be, I believe, gratitude. As I stand before you for the last time as your Vice-Governor and Presiding Officer of this august body, I am filled with deep gratitude, respect, and admiration for each and every one of you, my colleagues.

For the past three years, I have had the distinct honor of serving our great province alongside some of the most committed public servants I have known—men and women of integrity, intellect, and dedication. Your hard work, your spirited discussions on the floor, and your commitment to principled legislation have made a lasting impact on the province we all love. And so, to my esteemed
colleagues—Raul, Kathleen, Stanley, Raymond, Tata, Jiembo, Kerrie, Mela, Red, Mike, Jonkie, Glenn, Sarsi, Jerome, Nick, Tining, and Loren, daghan kaayong salamat ninyo. Thank you for your service, your professionalism, and your dedication to upholding the integrity and purpose of the Sangguniang Panlalawigan. And most of all, thank you for your friendship.

To our Vice-Governor, Glenn Anthony O. Soco, my sincere congratulations again on your resounding victory at the polls. I know that the Cebu Provincial Board will be in capable hands, and I trust that you and the incoming board will continue to do your job with wisdom, fairness, and a deep sense of purpose. I wish you well, Mr. Chair.

To the honorable members of the 17th Sangguniang Panlalawigan, I ask that you reach out, give your support and cooperation to the incoming governor. Leadership may change, but your duty and obligation to serve the people of Cebu remain constant. Leadership is never about one person; it is about all of you rowing in the same direction for the good of our province and the generations to come. Let unity guide your deliberations and let Cebu be always your compass. Continue to uphold the dignity of this institution and help our province move forward--united in vision, steady in purpose, and strong in resolve.

To our Secretary to the Sanggunian, Atty. Pulchra Marie Acevedo, and her staff, thank you for your competence, professionalism, and quiet but indispensable support. You have been the steady hands behind the scenes, ensuring that this institution functions smoothly and honorably. Salamat kaayo sa inyong matinud-anong serbisyo.

To my own staff, who have been with me through the busiest of days and the most trying of times--salamat gyud kaayo ninyong tanan. Your hard work and dedication have made my work less burdensome and more meaningful.

And, of course, to my loving wife of 37 years, Jobel, our children and grandchildren, and my parents--thank you for your love and support. You have been my anchor and my strength through the highs and lows of public life. I could not have done any of this without your sacrifices, patience and understanding.

To my fellow Cebuanos, thank you for the opportunity you have given me to serve you and for the trust you have reposed in me. You gave me the distinct honor any son of Cebu could ask for—serving you as governor for six years and then as vice-governor for another six years. Salamat kaayo ninyo.

Finally, I wish to thank Governor Gwen Garcia for her trust and confidence in me throughout my two terms as Vice-Governor, and for her kindness and generosity. Serving our beloved province with her was truly an honor and a privilege.

In 2019, during my first term as vice-governor, I faced uncertainty since Governor Gwen and I were from opposing political parties and we both were aware of the lingering animosity and wounds caused by past elections. However, it did not stop us from putting our differences aside and working together for the good of Cebu and the Cebuanos.

Our unexpected relationship reinforced my earlier belief about leadership that no matter how ugly and toxic politics can be, there is always room for reconciliation, even friendship, for the common and greater good. Our methods of fulfilling our social contract with the people may differ, but ultimately our goals remain the same--to serve the Cebuanos to the best of our ability and to promote their welfare.

And above all, I thank the good Lord for the singular opportunity to serve my fellow Cebuanos and for His guidance and protection all throughout my years in public service.

God bless you all and God bless our beloved province of Cebu.

My congratulations to Representative Edsel Galeos on his re-election.

Throughout this campaign, we shared differing visions for our district, but I acknowledge and honor the trust that our constituents have placed in you. I sincerely hope you will serve them with integrity and unwavering commitment.

To my campaign team, allies, volunteers and supporters, I am deeply grateful for your faith, energy, hard work, and belief in our cause. Though we did not win, our journey together has been meaningful and inspiring. And to Jobel, our children, my parents, my siblings, relatives, and friends, I thank you from the bottom of my heart for all your prayers and support.

Let us now move forward with unity and a shared hope for a better future for our beloved Second District. I remain committed to serving our community in whatever way I can.

Congratulations once again, Representative Galeos. May your second term be marked by inclusive leadership and progress for all.
