: The Philippine government has officially joined the government monitoring program of Troy Hunt's Have I Been Pwned (HIBP), becoming the 46th government worldwide to gain access to the platform's free government cybersecurity service.
According to Hunt, the Philippines' National Computer Emergency Response Team (National CERT), working alongside the Department of Information and Communications Technology (DICT), will now be able to monitor official government domains against HIBP's extensive database of known data breaches. This allows government cybersecurity teams to identify exposed government email addresses, detect compromised credentials, and receive notifications when new breaches impact government accounts.

β³4 days to go!
OSAEC and CSAEM are not confined by borders.
A referral may come from one country.
The platform may be hosted in another.
The suspect, victim, payment trail, and digital evidence may all be in different jurisdictions.
That is why international cooperation is not optional β it is central to child protection.
At the 35th Commission on Crime Prevention and Criminal Justice , the Philippines will convene partners to discuss how cross-border cooperation can be strengthened from referral and information sharing to investigation, prosecution, and survivor-centered protection.
Because in online child exploitation cases, delay is not just a procedural issue. It can be a protection issue.

π DEEP WEB KONEK TURNS 3 YEARS OLD π
Today, we celebrate the 3rd Anniversary of Deep Web Konek (DWK).
What began in 2023 as a small initiative by former writers and members of the Deep Web Community in the Philippines has grown into an independent cybersecurity awareness and threat intelligence organization committed to promoting cyber awareness, responsible disclosure, and public interest reporting.
Over the past three years, Deep Web Konek has achieved several milestones:
πΉ Published numerous cybersecurity advisories, investigations, and threat reports to raise public awareness on emerging cyber threats.
πΉ Monitored and documented data breaches affecting organizations, institutions, and sectors across the Philippines.
πΉ Contributed to discussions on cybersecurity, privacy, digital safety, and cybercrime trends through research and public reporting.
πΉ Established partnerships and collaborative relationships with individuals and organizations that share the goal of strengthening cybersecurity awareness.
πΉ Expanded our initiatives through specialized teams focused on threat intelligence, breach monitoring, data breach notifications, and public awareness campaigns.
πΉ Continued to advocate for responsible and ethical cybersecurity practices while maintaining our commitment to public service and information sharing.
Deep Web Konek was founded on the belief that awareness is one of the strongest defenses against cyber threats. Throughout the years, we have witnessed the rapid evolution of the cybersecurity landscape in the Philippines and around the world. As threats continue to grow more sophisticated, our commitment remains the same: to inform, educate, and help build a more cyber-aware community.
This anniversary is not only a celebration of our achievements but also a recognition of the many supporters, researchers, volunteers, partners, readers, and members of the cybersecurity community who have supported our mission.
As we enter our fourth year, we remain committed to responsible cybersecurity reporting, research, public awareness, and strengthening digital resilience for everyone.
Thank you for being part of our journey.
Happy 3rd Anniversary, Deep Web Konek.

On May 17, 2026, the DICT, through the Cybersecurity Bureau, monitored social media posts claiming a cybersecurity incident involving the Manila Electric Company (Meralco). The Cybersecurity BureauβNational Computer Emergency Response Team (CSB-NCERT) is currently assessing and validating the reported information and its potential impact.
Based on initial monitoring, the threat actor claimed unauthorized access to certain organizational systems and publicly shared downloadable files purportedly related to a specific project of the affected entity. The shared materials include project-related documents such as work permits, inspection forms, test forms, and blueprints.
As of this date, all information regarding the alleged breach is based solely on publicly shared posts attributed to the threat actor and remains unverified pending technical validation and further investigation. No formal coordination or official confirmation has yet been established between CSB-NCERT and Meralco regarding the authenticity, scope, or potential impact of the alleged incident. Nevertheless, CSB-NCERT has already notified the Department of Energy (DoE), the regulatory body overseeing the sector to which the concerned entity belongs.
CSB-NCERT has initiated efforts to establish communication and coordination with the concerned entity to facilitate incident verification, technical assessment, appropriate response measures, and the provision of assistance for recovery from the alleged incident.
The public is advised to refrain from downloading, sharing, or redistributing the files or links associated with the incident, as these may contain sensitive information or potentially harmful content.
Should any material developments arise, they will be communicated through official channels.
