ASHTABULA — City council approved a $655,914.50 contract with Koski Construction for its 2026 paving projects.

City Manager Jim Timonere said this year's paving projects are:

• Myrtle Avenue, between West 10th and West 11th streets

• Gladding Avenue

• East 16th Street, between Columbus and Harbor avenues

• Dunsmore Avenue

• Coleman Avenue

• West 38th Street, from Lake Avenue to its western terminus

• Perryville Place, between Fort and Samuel avenues

• Dunbar Avenue from Route 20 to 5636 Dunbar Ave.

• West 8th Street, from Union Avenue to Arlington Drive

Timonere said West 19th Street will be paved from its intersection with Lake and West avenues to the western city limits under a different contract.

The Ohio Department of Transportation will oversee the reconstruction of Route 84 from Park Avenue to West 46th Street this year, he said.

During her report, City Solicitor Cecilia Cooper said Harbor Ridge Apartments and the city agreed to a list of things that need to be fixed at the apartment buildings and a timeline for repairs.

"Harbor Ridge is in the process of going through that right now," she said.

The city filed a complaint for injunctive relief and abatement of nuisance for the apartment complex in December 2025.

The complaint alleged several issues, including a lack of repairs to utilities.

Cooper said if Harbor Ridge does not meet deadlines, they could be held in contempt of court.

She said her office wants to see repairs to the apartment's heating system, so it is ready for next winter.
