Two federal courts ruled the U.S. Department of Agriculture (USDA) must use existing contingency funds, estimated at around $5 billion, to continue benefits under the Supplemental Nutrition Assistance Program (SNAP), blocking a planned suspension of food aid for about 42 million Americans amid the government shutdown.
