I agree that the documentation you referenced doesn't look entirely correct. My understanding is that while the Teams meeting recording will be stored in OneDrive/SharePoint (depends on whether it's a channel meeting or not), the chat itself is stored in Azure Cosmos DB and the chat compliance records (copies of messages) are stored in group and personal Exchange Online mailboxes, where they can be surfaced with eDiscovery regardless of whether the meeting was recorded. Happy to stand corrected if anyone else here knows more
