Collin County is conducting a study of the alignment of Segment 5 of the Collin County Outer Loop from State Highway (SH) 121 (near Anna, Texas) to US 380 (near Farmersville, Texas) in northeast Collin County. The current study will refine the previously identified alignment and develop right-of-way (ROW) mapping documents.

We are hosting two in-person public meetings to share information about the project and alignment refinements based on feedback from Public Meeting #1 held in November 2025 and additional technical analysis. In addition to the in-person public meetings, all public meeting materials will be posted to the project website at ccol-segment5.com no later than Wednesday, June 3, 2026 at 5:00 p.m. The materials at both in-person meetings and online will be the same and will consist of a pre-recorded video presentation, exhibit boards and maps, and an interactive comment map for public input.

About the Study

The Collin County Outer Loop is a 55-mile planned transportation facility that will ultimately span from the Denton/Collin County line, through or by cities including Celina, Weston, Anna, Melissa, Blue Ridge, Farmersville, Josephine and Royse City, to the Rockwall/Collin County line. This project consists of Segment 5, which extends approximately 21 miles from SH 121 to US 380 in northeast Collin County. A technically preferred alignment for this roadway was previously identified and approved in 2007. The Collin County Outer Loop – Segment 5 project has reviewed the previously identified alignment and identified potential alignment refinements for consideration. These findings will be shared at the public meetings on June 3 and June 4.
The project’s objectives are focused on enhancing mobility and safety, cost effectiveness, engineering feasibility, and minimizing environmental impacts.
