Colorado permit rules vary by county, but here's the general framework:

🔴 ALWAYS needs a permit:
• Structural changes (walls, beams, load-bearing)
• Electrical panel upgrades
• Plumbing reroutes
• Adding square footage
• HVAC changes

🟢 Usually NO permit:
