Denver’s “Mode-Shift” Policy Reveals the Real Agenda Behind Colorado’s War on Cars

Denver, CO – While Colorado drivers sit in ever-worsening traffic, city and state officials are openly pursuing a policy that prioritizes bicycles, pedestrians, and transit over the cars and trucks that actually move Colorado’s people, families, and economy.

Documents from DenverGov.org confirm that “mode-shift” — shifting people out of personal vehicles into alternative modes — is now the official guiding principle for all transportation investments in Colorado’s capital city. Far from a neutral effort to improve “safety, equity, sustainability, and affordability,” mode-shift is a deliberate strategy of restricting car use and reallocating road space away from drivers.

Key excerpts from the city’s own transportation policy make the intent unmistakable:

• “Prioritizing public transit and pedestrians on medium and high-capacity corridors through implementing bus signal priority, dedicated transit lanes, and pedestrian realm improvements.”

• “Focusing investments on projects that increase the multi-modal capacity of our transportation system and limiting projects that add vehicle capacity to existing streets unless determined to be essential.”

• Supporting land-use policies that “reduce the need for personal-vehicle trips,” including increasing density around centers and corridors, establishing parking maximums, and removing parking minimums.

• Operating and expanding a “robust Transportation Demand Management program that both encourages and requires the implementation of strategies that maximize multi-modal choices and behaviors.”

In plain English: Denver is systematically making it harder and more expensive to drive while pouring resources into bike lanes, sidewalks, and transit — even as the vast majority of commuters and freight still rely on cars and trucks.

This philosophy is now spreading statewide. Legislation like HB26-1237, which Governor Polis just signed, adds to the pressure on drivers. The bill makes it illegal for motorists to stop or park even momentarily in a bike lane, with fines for violations. It also reclassifies every car-bike collision as a “crash” rather than an “accident” — a seemingly small wording change with major legal consequences.

By rewriting dozens of statutes, the Democrat-controlled legislature has handed trial lawyers new tools to pursue claims against insured motorists, while cyclists and e-bike riders continue operating with zero mandatory liability insurance.

Denver has already carved out 480 miles of bike lanes and trails from existing roadways, with protected lanes quadrupling in recent years. Statewide, CDOT is pushing for an 81% increase in bike infrastructure. The result? Car commuters face squeezed lanes, longer commutes, higher insurance premiums, and more congestion — all to accommodate modes that contribute far less to road funding.

Drivers pay the gas taxes, registration fees, and insurance that build and maintain Colorado’s roads. Cyclists and e-bike riders get taxpayer-funded rebates, dedicated space, and a free pass: no registration, no annual fees, no insurance requirements. Many e-bikes reach speeds of 28 mph, operate on Colorado’s coal-heavy grid, and are increasingly involved in collisions with pedestrians and others on shared paths — yet face none of the responsibilities imposed on automobile operators.

This is not “sharing the road.” It is one-way social engineering dressed up as “safety” and “sustainability.” Mode-shift isn’t about efficiently moving people and goods, nor is it driven by economics, individual freedom, or genuine access to alternatives. It is regressive control — using government power to dictate how and where Coloradans are allowed to travel.

Real equity would mean shared responsibility: if bicycles and e-bikes demand protected space on public infrastructure, they should carry liability insurance and pay registration fees like everyone else. Instead, the current approach punishes the productive majority who keep Colorado’s economy moving while shielding less efficient modes from accountability.

Car commuters are not the villains in this story — they are the backbone of families, workers, and businesses across the state. As Democrat policies continue to treat driving as a problem to be managed rather than a necessity to be supported, Colorado drivers must organize and push back.
The War on Cars is real. Mode-shift is the official blueprint. And Colorado’s car commuters risk becoming roadkill in their own state unless they demand transportation policy that serves the people who actually pay for — and rely on — our roads.

Denver GOP will continue exposing these anti-driver policies and fighting for practical, pro-mobility solutions that respect the realities of life in a growing, car-dependent state like Colorado.

Denver GOP encourages all Coloradans concerned about these policies to contact their state legislators and Governor Polis to oppose further restrictions on drivers and demand balanced transportation planning.

Difficult time for me because the way C. Kirk died brought back memories of the death of my Christian God loving son-in-law during covid. Shot to death by a young adult leaving 3 very young adult children, wife, and numerous relatives. The trauma it leaves in family goes on and on and it never ends. Working every day on forgiveness. Today the pain goes to Mrs. Kirk and children. The one thing that helps the pain the most is knowing our loved ones are peaceful with our God.
There is mega hatred and anger in our US today. Why! Charlie was helping indoctrinated college students another way instead of hate and anger. He encouraged debate, talk, and listen. Even with my adult friends they shut me up and will not discuss etc. some even say we will quit being your friend if you don’t shut up. Charlie was a Protestant God loving man. One of the last words Charlie spoke is when you stop talking violence comes.
When I say indoctrinated I include teaching socialism, stop free speech, let government take care of you, let men play in women’s sports. You can be what gender you want. The main one is take God and church out of your life. In the end call it what it really is- communism teaching our young from 5 and up. Does America want to be controlled by a man like Putin or China’s leader?
Charlie is a martyr and loved God. There is no greater love then when a man gives up his life obeying God. He love everyone!
