One of our youngest here is improvising over a chord progression. Music is like any language - you learn to speak before you read and write. Just like learning to talk, we don't wait to teach language until you can hold a pencil. Our brain processes music in similar ways. Musical ideas are innate and with some guidance, blossom way before learning to read notation.
