Dear Secretary Noem,

I write to you today as a firm supporter of law and order and as someone who has devoted his career to securing justice for victims and fostering safe, thriving communities. As a 30-year veteran of the Los Angeles Police Department, I’ve seen firsthand the impact of targeted, effective enforcement in protecting the public from violent criminal offenders. I commend ICE for its commitment to addressing known gang members and those who pose a serious danger to our neighborhoods. Their removal is both necessary and justified.

That said, I am also the proud son of a Mexican immigrant who came to this country in the 1970s in search of a better life. Her journey instilled in me a deep respect for the hardworking individuals who contribute so much—often quietly and without recognition—to the fabric of our nation. That’s why I am deeply concerned about the recent ICE operations in Southern California, which appear to have swept up otherwise law-abiding, hardworking members of our communities.

Indiscriminate enforcement not only disrupts families and livelihoods—it undermines public trust and damages the essential partnerships between law enforcement and the communities we serve. In the spirit of constructive dialogue, I respectfully request an opportunity to meet with you to explore more targeted and equitable strategies. I would welcome the participation of local community leaders and stakeholders in that discussion, as I believe that together we can find a path that balances public safety with fairness, dignity, and due process.
