FOR IMMEDIATE RELEASE: Rep. Sheehan Passes Legislation to End Backdoor Police Quotas and Strengthen Community Trust
Homer Glen, IL…State Representative Patrick Sheehan announced that House Bill 5011 unanimously passed the House, legislation aimed at ending backdoor quota systems in policing and restoring a stronger foundation of trust between law enforcement and the communities they serve.
“With nearly 20 years in law enforcement, I’ve seen how these systems impact both officers and the public,” said Rep. Sheehan. “When officers feel pressure to generate numbers, it changes how they approach their job. This legislation gives officers the freedom to use their judgment and focus on real issues in their communities.”
HB 5011 closes a critical loophole in current law by prohibiting the use of so-called “performance metrics” as a substitute for ticket quotas. While Illinois law already bans requiring a set number of citations, some departments have continued to evaluate officers based on “points of contact,” including traffic stops and detentions. This bill ensures those practices cannot be used to pressure officers into unnecessary enforcement actions.
The bill reinforces that municipalities cannot require or compare officers based on citation counts and ensures performance evaluations remain consistent with these protections across Illinois, including in home rule communities.
“Law enforcement works best when there is trust,” Rep. Sheehan added. “This is a step toward strengthening that trust and getting back to real community policing.”
HB 5011 received bipartisan support in the House and now moves to the Senate for further consideration.
