Both of these things can be true at the same time:
✅ Personal possession inside Mexico may be allowed
Once you’re already in the country, simply having a v**e for personal use is generally tolerated and not the main target of enforcement.

⚠️ Entering Mexico is the issue
Mexico bans the importation and sale of v**es and e-cigarettes.
Importation means bringing it into the country — even one device for personal use.

When you walk off a cruise ship, you are technically entering Mexico through customs, even if you’re only ashore for a few hours. That’s where devices can be confiscated and fines have been reported.
