Job Description - Survey Technician

• Performs surveying assignments within company and industry standards using a computer

• Drafting and document deliverables

• Prepares accurate, complete, and value-added work products and perform survey computations

• Ensures timely document delivery by completing assigned tasks on or ahead of schedule

• Perform construction staking calculations

• Responsible for reducing field data
• Understands field codes and stringing (field to office data collection)

• Prepares cut sheets for field crews

• Understand tolerances and accuracy as they relate to project needs

• Understands and maintains computer and hard copy filing system

• Performs necessary map and deed research

• Prepare plats and legal descriptions

• Prepare record boundary and easement maps

• Prepare Tentative Maps, Parcel Maps, Final Maps, Record of Survey and ALTA Maps

• Works closely with Director of Surveying, Project Managers, Engineers and Designers to obtain project information and ensure drawings are accurate and complete

• Works with engineering department to identify proposed easements

• Reviews all work for completeness and accuracy before submitting to supervisor for review

• Uses Burrell checklist to ensure quality and completeness

• Maintains the look and consistency of Burrell drawings

• Maintains consistent layers and line types

• Maintains consistent file names and directories

• Provides accurate account of time spent on projects with descriptions for each time entry

• Plots maps and assemble sets for submittal

• Maintains neat and orderly work area, which will allow access to project information to other team members

• Performs hard-copy plan filing

• Performs other duties as assigned

We are looking for a Construction Manager

Position Description:

Under the oversight of the Executive Officer/Managing Director, the Construction Manager provides the on/offsite leadership, coordination, direction, and oversight for construction management activities. Duties include ensuring projects are on budget, schedule, and the work fits the requirements for the contract. Supervises field administrative staff, Field/Project Engineers, Project Managers, and/or Deputy Construction Managers. This position supports Public Works construction throughout the State of California. Approximately 10-15% travel may be required.

• Provides overall construction project oversight and management for the Network of California Fairs and other agencies as determined by the board of directors. Responds to inquiries from the public, project stakeholders, elected officials, and public agencies.

• Directs Construction Project Managers in the construction effort to ensure the project is constructed in accordance with codes, design, budget, and schedule. Includes interfacing with clients, consultants, contractors, and California State Department-Level Leadership (CalOES, CalFire, CDFA, etc).

• Manages the planning, organizing, monitoring, coordinating, and administering of construction on State and County-owned property (currently CCA has focused work on California Fairgrounds) from the concept/design/planning/budget phase through construction completion.

• Oversees construction operations staff and functions, and supervises activities of all construction operations staff including the planning and coordination of activities. Reviews cost and schedule performance reports, project contracts. monthly project construction reports, and responses to contractor's correspondence including requests for information.

• Responsible for all construction project transactions including contracts, approval from regulatory agencies, change orders, and payments. Oversees the processing of change orders, daily logs, and working day statements.

• Oversees personnel coordinating, directing, and monitoring activities of Contractors/ Subcontractors, Engineers, Architects, and related parties. Ensures Contractors, Architects, and Engineers adhere to contractual requirements on areas of safety, performance, project staff, and equipment.

• Ensures adherence to CA state bidding processes. Performs construction inspection, oversees inspectors, enforces compliance with contract documents, and provides technical support and on-site management for construction projects.

• Develops and oversees procedures for project files, contracts, negotiations, and other documents as required to provide continuity in operations.

• Oversees the response to public records requests and other requests from watchdog agencies.

• Works to resolve conflict, plan to prevent variances, address inconsistencies and contradiction,s and negotiates and/or mediates resolution to disputes.

• Represents State and County Fairs in the selection of consultants, fee negotiations, and administration of contracts for architectural and engineering services.

• Makes policy recommendations to management on sensitive project issues; assist in obtaining approval of changes in the scope of a project; work with State and County Fairs to resolve budgetary issues associated with changes in the scope of a project; assist in establishing project priorities.

• Performs other duties as required to ensure project success
This is the full Master level: In coordination with the Authority’s Executive Officer and without supervision, the Construction Manager is responsible for managing the full range of project and construction management activities across California Public Facilities (currently focused on State Fairgrounds). These activities span planning, design, and contract award phases through construction and completion phases. The Construction Manager serves in a leadership/supervisory position and will direct the work of CCA support staff, consulting firms, and contractors. In coordination with the Project Manager, overall project quality assurance and closeout is the responsibility of the Construction Manager.

Projects managed by the Authority vary greatly and could include new multi-use buildings, water systems, water treatment and sewage systems, historically-sensitive building remodels, large-scale renovations, and/or removal of toxic substances.
This position requires about 10-15% travel to project sites and may require travel outside normal business hours with some overnight travel within the State by car or plane depending on assigned projects and complexity.

Required Experience, Knowledge, Skills, and Abilities:
Knowledge of: Candidates should demonstrate exceptional professional experience providing a solid understanding of two or more of the following areas:

• Significant knowledge of materials, methods, and processes required in the construction of wood, steel frame, masonry, and concrete buildings; materials, methods, and processes required in the construction of civil grading, paving, concrete, underground, landscaping; plumbing, heating and ventilating, and electrical work; and work of the various building trades.

• Strong knowledge of state public contracts code; state construction processes; and construction contracting practices including estimating, project controls/scheduling, division of work, scheduling and organizing construction work; contract documents, drawings, estimates, and specifications to ensure compliance with project requirements, and principles of effective supervision.

• Working knowledge of the Standard Specifications for Public Works Construction (Greenbook), California Building Codes (2016/2019) and the Standard Plans for Public Works Construction, various codes and safety orders applicable to building construction; and experience in their use.

• Working knowledge of Cal/OSHA Construction Safety Orders; 30-hour certificate preferred.

• Working knowledge of the California State Environmental Policies and Guidance (Coastal Commission, CEQA, etc.).

Ability to: Read and understand construction plans and specifications; develop and prepare public works bid documents and detailed scopes of work; and calculate material quantities.

• Develop strong oral and written communication products: prepare clear and comprehensive reports and correspondence; speak publicly to diverse audiences including members of the public, government representatives, and industry personnel.

• Fully utilize the Microsoft Office Suite products, and experience with project-related Construction Management systems is preferred. Read and prepare construction schedules using Microsoft Project and/or Primavera.

Required Experience:

A minimum of ten years of construction experience in similar type facility construction as exists in the California Network of Fairs. At least four years of experience in supervisory, organizational, and planning required, and must have excellent oral and written communication skills. Extensive Construction Management of California Public facilities is required. Experience supervising/directing several major crafts in the construction or alteration of major buildings, such as schools, hospitals, or other large buildings. Previous experience in a City, County, Municipal, or State-level public works or building department is highly desired.

Senior Project Manager - Treatment Plants
Salary $115K – $160K with Full Benefits
Job Location: Bay Area
Position Description:
Seeking a Project Manager to work on two Treatment Plant projects in the Bay Area.
The first project is in San Rafael and the work includes modification of existing headworks, construction
of new electrical building, construction of new pump station, anoxic basin and aeration basins and
installation of all associated equipment. The work also includes construction of new secondary clarifiers,
modification of existing chlorine contact chambers, construction of a new dechlorination chemical
storage and dosing facility, construction of new mechanical and thickeners. Additional work includes
installation of new pond return pumps and recycled water plant (RWTF) feed pumps and installation of
RWTF membrane skids and RWTF distribution pumps. Additional tasks include complete site grading,
yard piping, vaults (and flow meters), electrical, valving and gates (with actuators), paving, retaining
walls, concrete walkways, and other appurtenances. The second project is a Progressive Design Build
project in Windsor where we will be building water and wastewater treatment facilities, this project is
currently in the preconstruction phase and will be moving to construction this summer.
Required Experience: Must have experience working on a Heavy Civil / Treatment Plant Project as a
Project Manager or Project Engineer.
Preferred Background: A Civil Engineering, Mechanical Engineer or Construction Management degree.
