A massive 6-lane highway is completely submerged under 4 feet of dark, churning floodwater. Out of the storm, a sleek autonomous deployment vehicle — low-profile, matte black, bristling with sensor arrays — rolls onto the highway median and locks its hydraulic stabilizer legs into the asphalt with a heavy THUNK. Its roof splits open and a folded drainage cannon array begins rising.
