Bills banning intoxicating h**p in Missouri are ‘priority,’ lawmakers say • Missouri Independent 01/16/2026

Both Missouri bills would prohibit h**p products from containing more than 0.4 milligrams of THC per container, which is among the limits included in a provision in the federal spending bill Congress approved last year.
They both would regulate intoxicating h**p the same as ma*****na, which would essentially ban current h**p products because ma*****na must be grown in Missouri and most h**p is grown outside of the state. They would also require h**p products to be sold in licensed cannabis dispensaries, where most are currently sold in gas stations, liquor stores, restaurants and smoke shops.

MISSOURI REVISES POLICY ON MEDICAL MA*****NA PATIENTS

The Missouri Division of Cannabis Regulation (DCR) has changed its interpretation of Sections 1 and 2 of Article XIV of the Missouri Constitution to allow medical ma*****na patients to purchase the same amount of cannabis as other adult consumers.

Missouri NORML had urged the DCR to take this step in correspondence and with a Missouri NORML press release issued earlier this year. Previously, DCR had taken the position that medical ma*****na patients were limited to the monthly purchase amounts originally included in Section 1, passed by Missouri voters in 2018.

Missouri NORML and others had urged DCR to recognize that, when Missouri voters passed Section 2 of Article XIV in 2022, allowing all adults in Missouri to purchase larger amounts of cannabis, that effectively revised and amended the earlier Section of the Constitution in regard to purchase limit amounts for adult medical ma*****na patients.

Earlier this month, without any public announcement, DCR changed its interpretation of the law. The “Frequently Asked Questions” on the DCR website now reflects this new interpretation of the law. Missouri NORML applauds DCR’s action which will benefit Missouri medical ma*****na patients and allow them to purchase the same amounts of cannabis as others.
