بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ
مِنْ مُحَمَّدٍ عَبْدِ اللَّهِ وَرَسُولِهِ إِلَىٰ هِرَقْلَ عَظِيمِ الرُّومِ
سَلَامٌ عَلَىٰ مَنِ اتَّبَعَ الْهُدَىٰ
أَمَّا بَعْدُ،
فَإِنِّي أَدْعُوكَ بِدِعَايَةِ الْإِسْلَامِ:
أَسْلِمْ تَسْلَمْ، يُؤْتِكَ اللَّهُ أَجْرَكَ مَرَّتَيْنِ
فَإِنْ تَوَلَّيْتَ، فَإِنَّ عَلَيْكَ إِثْمَ الْأَرِيسِيِّينَ
وَيَا أَهْلَ الْكِتَابِ تَعَالَوْا إِلَىٰ كَلِمَةٍ سَوَاءٍ بَيْنَنَا وَبَيْنَكُمْ أَلَّا نَعْبُدَ إِلَّا اللَّهَ وَلَا نُشْرِكَ بِهِ شَيْئًا وَلَا يَتَّخِذَ بَعْضُنَا بَعْضًا أَرْبَابًا مِنْ دُونِ اللَّهِ
فَإِنْ تَوَلَّوْا فَقُولُوا اشْهَدُوا بِأَنَّا مُسْلِمُونَ

This remarkable document, preserved in early Islamic sources such as Sahih al-Bukhari and the sīrah of Ibn Ishaq, represents one of the earliest examples of diplomatic communication between the emerging Islamic polity and the great empires of the time. Addressed to Heraclius, it reflects a moment when Arabia was stepping onto the stage of world history.

At the heart of the message lies the concise and powerful phrase: “أَسْلِمْ تَسْلَمْ” — “Submit, and you shall be safe.” This is not merely a religious call in the narrow sense; it is a statement layered with political, moral, and civilizational meaning. The word Islam here carries the sense of alignment, order, and submission to a higher law, while taslam conveys security, stability, and survival. Together, they form a compact doctrine: that peace and continuity arise from adherence to a just and unified system.

The structure of the letter is equally significant. It begins with a formal invocation, identifies the sender and recipient with clarity, extends conditional goodwill — “peace upon those who follow guidance” — and then proceeds to the central invitation. This is followed by a warning of responsibility, not just for the ruler but for his people, indicating an early conception of leadership as accountable and consequential.

Perhaps most striking is the inclusion of a Qur’anic appeal to shared principles: a call to a “common word” between communities. This reflects an attempt to establish not domination, but a framework of mutual recognition grounded in monotheism and ethical governance.

In historical context, such letters — also reported to have been sent to rulers like Khosrow II and Negus — symbolize the outward expansion of a new order. They mark the transition from a local movement to an international presence, engaging established powers with confidence and clarity.

Thus, this brief letter stands as more than a religious exhortation. It is a declaration of vision: that a just order, once articulated, seeks not isolation but engagement — inviting the world to participate in a system where submission to truth is presented as the path to collective security and enduring peace.
