Many people do not that Supreme Court Associate Justice Thurgood Marshall is buried at Arlington Cemetery on what many call Justice Hill.
It is called Justice Hill because several Supreme Court Justices are buried on that hill.
In a nutshell, the penny and stones on top of his tombstone signify someone stopped by to pay their respects.
Money left on tombstones are collected and go towards maintaining the cemetery.
