• Biotech as a national security imperative: With China rapidly scaling its biotech capabilities, maintaining U.S. leadership in biomedical innovation is essential to our economic strength, global competitiveness, and health security.

• Protecting America’s innovation ecosystem: Small and mid-sized biotech companies drive the majority of new medicines. They depend on strong IP protections, clear regulatory pathways, and a stable, market-based environment to sustain discovery.

• FDA predictability and efficiency: A science-driven, transparent, and well-resourced FDA is critical. Reducing time, cost, and complexity in development - and strengthening regulatory review - will accelerate patient access and keep the U.S. the global gold standard.

• Simplify the system and cut hidden supply chain costs: To address the real drivers of medicine affordability, policymakers must simplify the system and cut hidden supply chain costs that inflate what patients pay at the pharmacy counter.

• A roadmap for 21st century access: Removing financial and systemic barriers - capping out-of-pocket costs, reforming utilization management, and ensuring savings reach patients - will create a modern framework that puts patients first and improves long-term affordability.
