A 17-YEAR OLD BOY died TRAGICALLY while in the care of WICHITA POLICE DEPARTMENT (WPD) AND JUVENILE INTAKE AND ASSESSMENT CENTER (JIAC)
Law enforcement days he was placed in "the WRAP restraint system" (which is a torture device) and also got into an "altercation" with multiple guards while in a bathroom break.
At some point "someone noticed he had become unresponsive"
CPR was done for over 30 minutes. When he allegedly had s pulse and breathing restored.
He was pronounced dead in the hospital two days later.
PLEASE HELP the mother take care of final arrangements.
