Supporters of such changes argue that government agencies need more “flexibility” in their staffing. But this is mostly about busting unions and weakening the rights of state workers.
It also could result in agencies being filled with friends and supporters of whichever administration is in power. That’s a bad way to govern.
Weakening rights of state workers The Kansas Corporation Commission announced last month that 81 percent of its 94 classified employees opted to become unclassified. No wonder.

ALEC task forces produce “model bills” that are designed to undermine state commitments to renewable energy, public education, environmental protection, voter participation and employee benefits, among other public purposes.

ALEC meeting in Dallas provides a preview for the next state sessions Energy, insurance and the usual anti-consumer toolkit are filling the agenda for the leading conservative law-writing organization, which is meeting this week in Dallas. Missouri and Kansas lawmakers with ties to the group will probably push the American Legislative Exchange Council’s bills.
