π£ Yesterday at the National Press Club, Minister Mark Butler confirmed the next phase of NDIS reform. Mandatory registration is expanding, and a lot of providers will feel it.
π Whatβs Happening
βοΈ Mandatory registration for SIL Providers and Platform Providers starts from 1 July 2026. Every SIL provider will need to be registered.
βοΈ Mandatory registration is expanding into personal care, daily living supports, and supports delivered in closed settings.
βοΈ Practice Standards remain the benchmark. Auditors and NDIA will want proof.
βοΈ Enforcement is sharper. Faster sanctions, banning orders, and compliance notices.
βοΈ NDIA is channelling more payments toward registered providers.
π What This Means for You
βοΈ Technically, registration is still a choice for many providers.
β οΈ But if you deliver personal care, daily living supports, SIL, or any support in a closed setting, that choice is narrowing fast.
π What To Do Now
βοΈ Check which of your services fall under the expanded mandatory registration categories.
βοΈ Compare your systems, policies, and records against the Practice Standards to identify gaps.
βοΈ Fix those gaps now, before the rush starts.
βοΈ Start your NDIS registration process early to avoid delays.
π€ Need Help?
βοΈ If these reforms affect your business, the worst move is waiting.
βοΈ The earlier you act, the more time you have to prepare properly and avoid costly delays.
βοΈ We can help you navigate the registration process with confidence.

π‘οΈ NDIS Practice Standards reform β whatβs changing and why? π‘οΈ
If youβre a registered provider, the NDIS Practice Standards set the benchmark for quality, safety and participant-centred supports. π€
Now, that benchmark is being strengthened. π§π
The NDIS Commission is progressing two major reforms:
π New Supported Independent Living (SIL) Practice Standards
π A broader NDIS Practice Standards Review
These reforms build on recommendations and insights from:
π§Ύ The Disability Royal Commission
π The NDIS Review
π£οΈ Sector consultations and Own Motion Inquiries into Supported Accommodation
This isnβt surface-level change. Itβs about tightening expectations around risk, governance, frontline capability and participant voice β especially in higher-risk settings. π‘οΈ
What this means for providers π
β Stronger focus on participant-centred evidence
β Clearer guidance for workers
β More targeted, risk-based compliance
β Greater scrutiny of how systems operate in practice (not just what your policies say)
If youβre planning to register β or expand into Supported Independent Living (SIL) β alignment with the current NDIs Practice Standards is critical.

π¨What is the NDIS Commissionβs Regulatory Reform Roadmap (and what should providers do now)?
The NDIS Commission released a Regulatory Reform Roadmap (Feb 2026) showing whatβs planned over the next 12 months to lift quality, safety and integrity across the sector.
Here are the big 4 areas to watch:
β
Mandatory registration (starting with SIL services + Platform Providers)
β
New SIL Practice Standards (with an evidence guide being tested)
β
Review of Practice Standards (consultation feedback is being reviewed)
β
NDIS Act + Rules changes (Integrity & Safeguarding Bill is being considered)
π The pathway document shows 1 July 2026 as the targeted βgo-liveβ point (noting transition arrangements).
Also note: if youβre currently delivering SIL services unregistered, you may not have to be registered on 1 July 2026 β but you will need to take action during the transition period to stay in the market.

π¨ Largest penalty ever for an NDIS provider (Tasmania): $1.1 MILLION π¨
The NDIS Commission confirmed the Federal Court has imposed a record $1.1M penalty on Oak Tasmania for serious safety failures and systemic incident reporting breaches.
This is the biggest penalty ever imposed on a Tasmanian NDIS provider.
Hereβs what actually triggered the penalty π
π What the Court found
β’ Care plans not followed
β’ Staff not adequately trained
β’ Medication and medical devices mismanaged
β’ 474 serious incidents not reported within required timeframes
π The judgment was blunt:
Late reporting deprived the regulator of timely information and compromised participant safety.
The cost
πΈ $750,000 β breaches of the NDIS Code of Conduct & Practice Standards
πΈ $350,000 β failures under the Reportable Incident Rules
πΈ $200,000 β legal costs
π Total: $1.3M+ impact
π The real lesson for providers
This wasnβt one bad incident.
It was a broken incident management system.
β οΈ Common risk gaps auditors see:
β’ Staff unsure what counts as a reportable incident
β’ No clear escalation process
β’ Incident logs not reconciled with reports
β’ Leaders assuming βsomeone else handled itβ
β
What actually protects providers
A built-right incident management system that:
β’ Flags reportable incidents instantly
β’ Forces timeframes (no guesswork)
β’ Documents decisions, actions, and follow-up
β’ Creates an audit-ready trail before the regulator asks
π© DM us and weβll guide you through setting up an incident management system that captures, triages, escalates, and reports on time.
