Current methods rely predominately on recorded fatalities and serious injuries to identify 'high risk' locations. This reliance creates an ethical dilemma in which we need to record deaths and injuries to justify improvements to prevent deaths and injuries. Proactive methods based on video analytics have been proven to reliably predict crashes, and replace crashes as an evidence-based tool for justifying system improvements.
