This saying is used to express the idea that it is better to have something tangible now rather than the waiting to have something more in future. It also implies that it is better aiming for something definite, even if it is small, rather than something larger but possibly unattainable.

El Género de los Adjetivos en Español
Los adjetivos se utilizan para añadir información a un sustantivo, describir sus atributos y/o modificarlo, indicando sus características o cualidades.
El adjetivo por sí mismo no tiene género pero adopta el del sustantivo que modifica.

The Gender of the Adjectives in Spanish
The adjectives are used to add information to the nouns, to describe their features and/or to modified them, indicating their characteristics or qualities.
The adjective do not have gender on its own but adopt the gender of the noun it modifies.

¿Te parece? es una muy usada en América Latina para sugerir una acción, comunicar un plan o una oferta y al mismo tiempo pedir information, opinion u otras posibilidades.
Te parece? is a expression commonly used in Latin America to make a suggestion or to put across a plan or an offer whilst also seeking information, opinion or other possibilities.
Literal meaning: How does it seem to you?
Semantic meaning: What do you think?, Do you agree?, How about?, What about?

It is a good tool to improve as you are giving an statement and making an open question, simultaneously.
Ejemplo:

Te parece? can also go at the end of the sentence.
