Unfortunately, a gap exists in understanding these critical concepts within many government sectors. Too often, FPIC, ICIP, and Ind-Sov are dismissed or misunderstood, leading to missed opportunities for genuine collaboration and development that benefits both Indigenous communities and the broader Australian public.
We urge governments and public servants to recognise that these principles are not disposable โextrasโ or โwoke ideals.โ They are legally recognised human rights enshrined in both national and international law. For development projects to succeed, governments must ensure that these concepts are integrated into their policies, guidelines, and engagement practices. This requires proper training and awareness across all levels of government and public service.
The impact of such understanding is profoundโit ensures that Aboriginal communities are active participants in development projects and that these projects reflect the values and aspirations of Indigenous peoples. By integrating FPIC, ICIP, and Ind-Sov into the process, governments help create a foundation for successful partnerships and long-term economic growth. When governments and public servants understand and respect Indigenous rights, they not only honour Aboriginal culture, but they also contribute to the collective economic prosperity of the nation.

Aboriginal and Torres Strait Islander peoples are eager to see their communities thrive through economic development, it must be done in a way they that honours culture, land, and rights.
True development partnerships are based on mutual respect, and that respect must include recognition of Aboriginal cultural rights, including Free, Prior, and Informed Consent (FPIC), Indigenous Cultural Intellectual Property (ICIP), and Indigenous Data Sovereignty (Ind-Sov).
These are not abstract concepts or optional extras; they are internationally recognised human rights frameworks that ensure Indigenous peoples are fully engaged in decisions affecting their land, culture, and future.
The Keeping Place supports these principles by working with PBCs/ACs to ensure they have the capacity to participate as equal partners in the development process.
