Subclass 408 COVID-19 stream announced
The purpose of this stream is to provide a pathway for certain former and current holders of temporary visas to lawfully remain in Australia and who would otherwise be required to depart Australia who, but for the COVID-19 pandemic, are unable to leave Australia.
Criteria
• Must hold a visa that is 28 days or less from ceasing to be in effect
• Or, held a visa that is no more than 28 days from ceasing to be in effect
• And, are unable to apply for the same temporary visa they hold or held or any other subclass of temporary visa other than the Subclass 408 visa
• Must be part of response to workforce shortages during the COVID-19 pandemic in relation to areas including, but not limited to, agriculture, aged care and public health.
• Allow holders of temporary visas who are engaged in or have the relevant skills to undertake critical work relating to supply of essential goods and services
• Visa application charge – Nil

States Skilled Migration Nomination Updates for the New Visa Subclass 491
Victoria
All STSOL occupations are on the list but an employment offer is required. No fee for the nomination application.
Western Australia
You will need to have gained a degree or a vocational education and training (VET) qualification at a Certificate III level or above in WA
More occupations on the Graduate List
Work experience requirement in WA now is only 6 months or job offer for 6 months contract
Tasmania
There are five nomination categories:
1. Tasmanian graduate: minimum Cert III) as a result of one academic year of study. More info https://www.migration.tas.gov.au/graduates
2. Working in Tasmania: for at least six months
3. Overseas applicant (TSOL) the occupation on the list and meeting the additional requirements listed there.
4. Family in Tasmania
5. Small Business Owner: demonstrate that you have established and operated your business in Tasmania for at least 6 months
Queensland
Good opportunities for applicants from other states and offshore as it is possible to apply without employment offer and no work experience from Queensland.
There are three lists:
1. Onshore: currently living in Queensland
2. Offshore: currently living outside Australia
3. Alumni - Queensland graduates
South Australia
1. You need to commit to living and working in South Australia
2. Your occupation must be listed on the State Nominated Occupation List as available. Access to a supplementary occupation list and ‘special conditions apply’ occupations are available in some circumstances.
3. At least one year of skilled work experience in the last three years.. If you are an international graduate of South Australia, you may be able to access a work experience waiver
4. Financial capacity - sufficient funds to settle in South Australia
Australian Capital Territory
Canberra Matrix can only be submitted from 1 January 2020.
New South Wales
Subclass 491
Applications will open sometime in January 2020.
To apply for NSW nomination for a Skilled Work Regional (Provisional) visa (subclass 491), you should follow the process below:
1. Submit an Expression of Interest in SkillSelect selecting NSW only.
2. Complete the relevant NSW nomination application form.
3. Pay the application fee.
4. Submit your complete application to NSW Treasury.
There are three subclass 491 nomination streams and two relevant occupation lists:
1. Living and working in regional NSW - the qualifying period is 12 months, the occupation on the NSW Stream1 Regional Occupations list.
2. Living outside NSW – the occupation on the NSW Stream 2 Regional Occupations list and you must have: a)full time job offer for at least 12 months in the nominated or closely related occupation, or b) have at least five years of skilled employment in your nominated occupation, or a closely related occupation, or c)have a close family member living in the designated area of NSW
3. Graduates from regional NSW – the occupation on the NSW Stream 2 Regional Occupations list and the study (four semesters) completed within the last 12 months with a qualification closely related to the nominated occupation

Changes in WA State Nomination Migration Program for the Graduate Stream
The State Nomination Migration Program Graduate stream will soon be more accessible for international students who study in Western Australia.
WA government announced that the Graduate Stream of the SNMP will be extended to include vocational education and training graduates who complete a qualification in WA at Certificate III level or above, excluding trade occupations (unless approved for delivery to international students).

The first invitation round to include VET graduates will be issued in December 2019.

Other changes to the SNMP Graduate stream are:
Studied in Higher Education, VET and/or English Language Intensive Courses for Overseas Students (ELICOS) will all count towards the requirement to study for two years in Western Australia.
Work experience and job offer requirements will also be reduced. Graduates will need to either demonstrate six months of work experience or a six-month employment contract, but not both. Currently, international students need to have 12 months of work experience plus a job offer for 12 months.

A new Graduate Occupation List and updated eligibility criteria for the Graduate stream will be published on the Migration portal prior to the December invitation round.
