This latest assessment comes as council has hiked property taxes.

The decision was made back in November during council's mid-cycle budget adjustments.
Combining residential and non-residential properties, the increase amounts to 3.6 per cent overall.
Condo owners will see the most significant hike, with an average increase of 10.5 per cent.
The city says a condo assessed at $360,000 will pay approximately $1,370 in property taxes this year.
The tax rate for single-family homes is jumping 5.5 per cent, which translates to an increase of about $8 per month for a median-priced home valued at $700,000.
