🏗️ Why $129 MILLION in Calgary Housing Funding Is Suddenly at Risk
This isn’t just a zoning debate — it’s a high-stakes funding and housing supply issue that could directly impact home prices, development timelines, and neighbourhood change across Calgary.
🔍 What’s happening right now
Calgary City Council has started a process to repeal the citywide “blanket rezoning” policy that was approved in 2024. That move has triggered warnings from the federal housing authority that millions in funding could be pulled if commitments aren’t met.
đź’° The money on the line
• Calgary was approved for $251.3 million under the Housing Accelerator Fund
• About $122 million has already been paid
• $129 million remains pending
• Funding is administered by Canada Mortgage and Housing Corporation (CMHC)
⚠️ CMHC has explicitly stated:
If agreed-upon commitments are reversed, funding is at risk.
🧱 Why rezoning matters to Ottawa
The federal government tied HAF funding to cities:
• Ending exclusionary zoning
• Allowing more townhomes, rowhouses, and gentle density
• Speeding up approvals to increase housing supply
Former housing minister Sean Fraser warned Calgary in writing that failure to adopt these changes could jeopardize funding.
Former mayor Jyoti Gondek previously stated the city had to act or risk losing federal dollars.
🏛️ What Council says now
Current mayor Jeromy Farkas says federal officials told him:
• HAF compliance is judged on housing outcomes, not one specific zoning tool
• Blanket rezoning itself may not be a legal requirement
• Ottawa is open to flexibility — but not abandonment of targets
Council voted 13–2 to start the repeal process.
Public hearings are coming next spring.
⚖️ Why this is controversial
Supporters of repeal argue:
• Blanket rezoning strains infrastructure
• Parking, traffic, and neighbourhood character suffer
• Planning decisions shouldn’t be dictated by federal funding
Opponents argue:
• Calgary is in a housing crisis
• Pulling back density risks losing hundreds of millions
• Fewer homes = higher prices and longer timelines
Both sides agree on one thing:
👉 The stakes are enormous
🏡 What this means for buyers, sellers & investors
This decision directly affects:
• How many homes get built
• Where density is allowed
• Future land values
• Redevelopment potential
• Price pressure on existing housing
If funding is delayed or withdrawn:
• Fewer new units come online
• Supply tightens further
• Entry-level and “missing middle” housing gets harder to deliver
📌 Big takeaway
This isn’t just politics.
It’s about supply, affordability, land use, and long-term value.
Zoning decisions today shape:
• What your neighbourhood looks like in 5–10 years
• What your property can be worth
• How livable and affordable Calgary remains
