Since the CMSA, CMRAO, and CAO came into effect, condo governance in Ontario has definitely become more structured.

But here’s the question I keep circling back to, and I’m asking it without judgment:

Are condo communities actually better informed… or just buried in more paperwork?
Take the Periodic Information Certificate (PIC).
Every corporation sends them.
Every owner receives them.
And yet, let’s be honest, almost no one reads them.
Not because owners don’t care.

But because the PIC is filled with information written in a way that feels more like compliance rather than communication.

We also have the mandatory proxy form, a document that confuses so many owners that they can’t complete it correctly, Boards struggle to explain it, and managers spend half their AGM season dealing with them at meetings.

The result?
Quorum is harder to achieve than ever.
Not because people don’t want to participate…
but because the process has become confusing enough to discourage participation.

So it raises a bigger, uncomfortable question:

Has the post‑CMSA era improved transparency and governance… or simply made it harder for owners to engage?

We have:
• more forms
• more disclosures
• more rules
• more administrative steps

But do owners feel more informed?

Do Boards feel more supported?

Do managers feel more empowered?

Or are we all just navigating a thicker rulebook with fewer people actually understanding it?

Maybe the real measure of success isn’t how many forms we produce, it’s whether condo communities feel clearer, more confident, and more connected than before.

We’d genuinely love to hear from directors, managers, owners, and industry professionals:
