Not every negative outcome from IRCC means the same thing.

If your application was returned because it was incomplete, it is generally not a refusal, and your processing fee may be refunded. A refusal happens only after IRCC has assessed your application on its merits.

The key is to read your IRCC letter carefully—returned and refused have very different meanings.

There are **no changes to the required language scores**, but the verification process has been strengthened to support application integrity.

If you’re preparing a PR application, make sure your language test results are valid, recognized, and submitted correctly.
