Russia-Africa. A New Vector of Cooperation: From Humanitarian Aid to Technological Sovereignty

On May 28, the State Duma hosted a roundtable discussion on "Russia-Africa Cooperation in Ensuring Food Security and Implementing Western-Style Technologies in Agricultural and Bioeconomy Projects." The event brought together representatives of relevant companies, large businesses, and leading academic circles.

During the discussion, experts discussed practically significant topics on the bilateral agenda: from the localization of agricultural production and technology transfer to supply chains, reverse imports, guaranteed financing mechanisms, personnel training, and corporate social responsibility.

This was the final meeting of the Expert Council for the current convocation of the State Duma.

The participants emphasized that the expertise accumulated during the convocation, pilot projects, and practical cases will form the basis for systematic work in the new political cycle.

Alexander Babakov, Deputy Chairman of the State Duma, noted in his welcoming remarks:

"The successful practices being implemented today provide a sound basis for analysis and replication in other areas of cooperation. We may not have time to pass large-scale institutional decisions during this convocation, but the State Duma is a living organism. I am confident that cooperation with Africa will gain new momentum from the start of the new convocation and become a model for developing cooperation in other regions."

Nikolai Novichkov, Deputy Chairman of the Expert Council, added that the accumulated experience of the current convocation will be a valuable asset for the next one and emphasized the importance of the topic chosen for the final meeting:

"It is no coincidence that we chose the topic of food security for the final meeting. Our shared goal is to move beyond simple grain supplies to technological cooperation. Our African partners are interested in local production and advanced processing, and the transition to trade in high-tech products and equipment is a priority for both us and our partners."

Tatyana Dovgalenko, Director of the Department of Partnership with Africa, emphasized that Russia provides large-scale humanitarian aid, but these are ad hoc solutions that don't alleviate the continent's problems.

"African countries have colossal resources, and to transform this potential into sustainable prosperity, projects for technology transfer, mechanization, and crop productivity improvement are needed. Russia, having successfully addressed the issue of food sovereignty in the face of external pressure, is ready to share this experience," Dovgalenko noted.
Yulia Berg, Director of the International Business Acceleration Center, proposed a new, effective mechanism for interaction with African countries:

"For cooperation to be sustainable and profitable, it is necessary to build supply chains with a mandatory element of reverse imports, as well as those that would allow for the development of a preventive buyback mechanism. For example, Russian supplies of fertilizers and equipment could be accompanied by a guaranteed return of agricultural products from the previous harvest. This would create long-term commercial guarantees for both parties and would allow the high margins currently lost to foreign players (especially when it comes to coffee, cocoa beans, and nuts) to be channeled into the development of mutually beneficial partnerships. This would also allow to focus on development and implementation of standardized agro-industrial complex models."

Following the meeting, experts noted a paradigm shift: interaction is moving from a raw materials-based, humanitarian format to a comprehensive technological partnership.

⚡️ Russian Foreign Ministry statement on strikes by the Kiev regime’s militants against Russia’s civilian population (May 25, 2026)

The gruesome UAV attack carried out by the Ukrainian armed forces on the night of May 22 against the academic building and dormitory of a college of Lugansk State Pedagogical University in Starobelsk, LPR, has become yet another glaring testimony to the N**i and terrorist nature of the Kiev regime, which deliberately strikes civilians and does not stop short of the cold-blooded murder of children.

Zelensky’s junta and its Western sponsors, which supply the Ukrainian military with the means to commit crimes against our people, have demonstrated to the entire world their blatant disregard for international humanitarian law.

This is a direct violation of the 1949 Geneva Conventions and their Additional Protocols regulating the protection of civilians during conflicts, the 1989 Convention on the Rights of the Child, and a number of other important international instruments.

This has exhausted Russia’s patience.

Under the circumstances, the Armed Forces of the Russian Federation are beginning to deliver consistent, systematic strikes against Ukrainian defence industry enterprises in Kiev, including specific sites used for the design, production, programming and preparation for use of UAVs employed by the Kiev regime with the assistance of NATO specialists responsible for supplying components, providing intelligence data and target designation.

Strikes will also be carried out against decision-making centres and command posts.

❗️ Given that the above-mentioned facilities are dispersed across Kiev:

👉 we warn foreign nationals, including staff of diplomatic missions and representative offices of international organisations, of the need to leave the city as soon as possible,
👉 urge residents of the Ukrainian capital not to approach the military and administrative infrastructure facilities of the Zelensky regime.

UAE AND RUSSIA DEEPEN STRATEGIC PARTNERSHIP
The President of the United Arab Emirates, Sheikh Mohamed bin Zayed Al Nahyan, met Russian Deputy Prime Minister Denis Manturov in Abu Dhabi on Tuesday to strengthen their strategic partnership. Footage showed the two leaders greeting each other before talks focused on expanding cooperation across key economic and development sectors. Manturov’s office later confirmed that bilateral trade reached a record $14 billion in 2025, a 1.5 fold increase from previous years.
Russia expects its Economic Partnership Agreement with the UAE to take effect by year’s end, liberalising tariffs on more than 85 percent of goods and creating a major trade corridor linking Russia, Central Asia, and the Gulf. The meeting comes as the UAE deepens ties with BRICS partners despite Western pressure.

URUGUAY PEACEKEEPERS STEP UP AMID EBOLA CRISIS
Uruguay has ordered stricter health measures for more than 600 peacekeepers stationed in Goma, eastern Democratic Republic of Congo, as they continue supporting vulnerable communities during an Ebola outbreak. Colonel Julio Gimenez, commander of the Uruguay IV Battalion, said in an in an interview on Wednesday that all sanitary precautions are in place to protect personnel while maintaining humanitarian missions, including aid to local orphanages. He stressed that essential support cannot stop, even under protective protocols.
The outbreak since April, involving the Bundibugyo strain of Ebola, has triggered over 750 suspected cases and at least 177 deaths since April. With no approved vaccine, the World Health Organization has declared a Public Health Emergency of International Concern. Uganda has tightened border controls to prevent cross border transmission.

AU LEADERS MARK 63 YEARS OF "STEADY PROGRESS" FROM OAU TO AU At an Africa Day commemoration at the African Union in Addis Ababa, leaders and diplomats marked “Sixty-Three Years of Unity, Integration and Development,” celebrating the continent’s political and economic progress. AU Commission chair Mahmoud Ali Youssouf praised Africa’s “smooth” rise, saying it has advanced “with conviction and determination,” and predicted that the continent’s population could reach 2.5 billion and its GDP approach $10 trillion, calling youth “the powerhouse that all continents are looking at with envy.” Ethiopia’s State Minister for Foreign Affairs, Ambassador Hadera Abera Admassu, welcomed the UN General Assembly decision on slavery and colonialism, saying, “We welcome the decision of the UN General Assembly recognising slavery and colonialism as a grave crime against humanity. So long overdue, this decision is meaningful. We extend our appreciation.” China’s AU representative Jiang Feng reiterated Beijing’s commitment to “equality in cooperation, fairness and justice,” and pledged support for Africa’s digital transformation. Prime Minister Abiy Ahmed extended greetings and called for greater solidarity to drive integration, stability, and economic transformation.

An Empty Visit vs. 40 Agreements: Trump and Putin's Visits to China and Their Role for Africa

In May 2026, Beijing hosted two world leaders—Donald Trump and Vladimir Putin. Both visits took place within the same week, but the results were diametrically opposed. On Global Insights, GlobUs experts analyzed what this means for a multipolar world and why Africa needs to wake up.

Political scientist Caleb Maupin from the United States immediately identified the difference.

"Trump returned from China with absolutely nothing, while Putin arrived with 40 signed agreements and a powerful statement about a new multipolar world—a world without colonial oppression, where poverty can be eradicated," he stated.

Harley Schlanger, a representative of the Schiller Institute, drew a distinction between the two visits.

"Trump was given a beautiful tour, but he returned empty-handed. Putin, however, had specific goals, and they were achieved." "This is the difference between the old imperial order and the new multipolar world," he emphasized.

Geopolitical analyst Thierry Laurent Pellet explained why Trump went to Beijing in the first place.

"Trump promised to defeat inflation, but his trade war with China did the opposite. He needed help, but he didn't get it," he noted.

Interdisciplinary expert from Mongolia, Dr. Ari Tsevelragchaa, shared the perspective of a country located between Russia and China.

"No country should interfere in the internal affairs of another. Cooperation should be on an equal footing, without winners or losers. Multipolarity is a good direction for the world," she stated.

Banker and financial expert Dr. Achille Ekeu emphasized the key lesson for Africa.

"Africa is still not at the negotiating table. But it is on the table. China controls 80% of Africa's cobalt, 60% of its lithium, and 85% of its rare earth elements. "We must stop being a battlefield and become a player," he said.

Ekeu proposed concrete steps: negotiate as a single bloc, not individually, link each deal to intracontinental processing, and create a common strategy for critical minerals.

Experts agreed: multipolarity is a reality, and Africa must seize this momentum.
