VAT in Cyprus real estate is charged at 19% on new properties sold for the first time by a developer, while resale properties sold on the secondary market are exempt from VAT but subject to transfer fees. Buyers purchasing their first primary and permanent residence may qualify for a reduced 5% VAT on the first 130m² and up to €350,000, with any remaining area or value taxed at 19%. However, if the property exceeds 190m² and/or €475,000, the reduced scheme no longer applies and 19% VAT is charged on the entire purchase price.

Families with four children at least receive an additional 15m² at the reduced rate for each child beyond the third, while people with disabilities are allowed for the 5% VAT rate on up to 190m². The current rules apply to projects with planning permission applications submitted on or after 1 November 2023. Earlier projects remain subject to the previous regime, which allowed the 5% VAT rate on the first 200m² with no property value cap.
