خبراء دوليون يناقشون سبل تفعيل دور المؤسسات الوطنية والمجتمع المدني في تنفيذ المبادئ التوجيهية للأمم المتحدة بشأن و :

اختتمت في جنيف أعمال ورشة العمل على مدار يومين التي نظمتها مؤسسة ماعت للسلام والتنمية وحقوق الانسان بشكل مشترك مع المدرسة السويسرية لإدارة الأعمال بجنيف (SSBM)، والتحالف الدولي للسلام والتنمية (IAPD) واللجنة المستقلة لحقوق الإنسان في شمال #أفريقيا (CIDH)، بمناسبة مرور 15 عامًا على اعتماد المبادئ التوجيهية للأمم المتحدة بشأن الأعمال التجارية وحقوق الإنسان. الجلسة الاخيرة للورشة بعنوان "الدور الفعال للمؤسسات الوطنية لحقوق الإنسان والمجتمع المدني في تحويل الالتزامات إلى أفعال".

أيمن عقيل، خبير حقوق الإنسان ونائب رئيس المجلس الاقتصادي والاجتماعي والثقافي للاتحاد الأفريقي: "المؤسسات الوطنية لحقوق الإنسان هي الحلقة الأساسية في تحويل المبادئ التوجيهية للأمم المتحدة بشأن الأعمال التجارية وحقوق الإنسان من التزامات إلى واقع، من خلال دعم خطط العمل الوطنية، ومراجعة التشريعات، والدفع نحو اعتماد صك دولي ملزم ينظم أنشطة الشركات."

أوليسيا ميسكينا، رئيسة البرامج الأكاديمية، بالمدرسة السويسرية لإدارة الأعمال بجنيف: "تحويل الالتزامات المتعلقة بحقوق الإنسان إلى إجراءات عملية يتطلب تعاونًا وثيقًا بين الحكومات، والمؤسسات الوطنية لحقوق الإنسان، والأوساط الأكاديمية، ومنظمات المجتمع المدني. كما أن مبادئ باريس تمثل إطارًا أساسيًا لتعزيز دور المؤسسات الوطنية في تقديم المشورة للحكومات ودعم تنفيذ الالتزامات على أرض الواقع."

ناجي مولاي لحسن، رئيس اللجنة المستقلة لحقوق الإنسان في شمال أفريقيا وعضو اللجنة التوجيهية لمنتدى المنظمات غير الحكومية: "احترام حقوق المجتمعات المحلية يجب أن يكون أساس التشريعات والسياسات الوطنية، وعلى الدول اعتماد خطط عمل وطنية بشأن الأعمال التجارية وحقوق الإنسان، وتحويل المبادئ التوجيهية من التزامات طوعية إلى إجراءات عملية، مع تعزيز دور الآليات الإقليمية في دعم الدول لتنفيذ هذه الخطط."

واختتمت الجلسة بالتأكيد على أن تعزيز التعاون بين الحكومات، والمؤسسات الوطنية لحقوق الإنسان، والمجتمع المدني، والأوساط الأكاديمية يمثل ركيزة أساسية لتحويل المبادئ التوجيهية للأمم المتحدة بشأن الأعمال التجارية وحقوق الإنسان من إطار معياري إلى ممارسات وسياسات تحقق أثرًا ملموسًا على أرض الواقع.

International experts discuss ways to activate the role of national institutions and civil society in implementing the Guiding Principles on Business and Human Rights:

A two-day workshop organized by Maat for Peace, Development and Human Rights, in partnership with the Swiss School of Business and Management Geneva (SSBM), the International Alliance for Peace and Development (IAPD), and the Independent Commission for Human Rights in North Africa (CIDH), concluded in Geneva. The workshop marked the 15th anniversary of the adoption of the UN Guiding Principles on Business and Human Rights. The final session was titled "The Effective Role of National Human Rights Institutions and Civil Society in Translating Commitments into Actions."

Ayman Okeil, a human rights expert and Vice-President of the Economic, Social and Cultural Council of the African Union, stated: "National human rights institutions are the key link in transforming the UN Guiding Principles on Business and Human Rights from commitments into reality, through supporting national action plans, reviewing legislation, and advocating for the adoption of a legally binding international instrument that regulates corporate activities."

Olesya Meskina, Head of Academic Programs, SSBM Geneva, stated: “Translating human rights commitments into practical action requires close collaboration between governments, national human rights institutions, academia, and civil society organizations. The Paris Principles provide a crucial framework for strengthening the role of national institutions in advising governments and supporting the implementation of commitments on the ground.”

Naji Moulay Lahsen, President of CIDH & Member of the Steering Committee of the NGO Forum, added: “Respect for the rights of local communities must be the foundation of national legislation and policies. States should adopt national action plans on business and human rights, transforming the Guiding Principles from voluntary commitments into practical actions, while strengthening the role of regional mechanisms in supporting states in implementing these plans.”

The session concluded by emphasizing that enhanced cooperation between governments, national human rights institutions, civil society, and academia is essential for transforming the UN Guiding Principles on Business and from a normative framework into practices and policies that have a tangible impact on the ground.
