Logistics firms, exporters outraged over Djiboutian authorities ‘anomalies’

No official complaints received, says Ethiopian officials in Djibouti

Ethiopian logistics companies and exporters blame Djiboutian authorities of imposing unprecedented bureaucratic impediments and exorbitant service charges.

Companies that talked to The Reporter say that longer wait times for Ethiopian trucks in Djibouti are hurting Ethiopia’s exports.

Djibouti is Ethiopia’s principal port of entry for imports and exports. Over 90 percent of the nation’s imports and exports go through the ports of Djibouti.

According to the companies, the Djibouti Customs Authorities have made it difficult for Ethiopian logistics companies and exporters to operate.

“Djibouti Customs is creating a significant challenge for Ethiopia’s exports, creating hectic procedures for us. As a result, Ethiopian trucks have been standing in Djibouti for days,” a manager of one of the leading logistics firms in Addis Ababa told The Reporter.

Even after fulling filling documents including consignee, notification letter, and many other requirements, Ethiopian traders say they are being asked “unnecessary documents.”

“We also can’t get to other papers and billing documents, but they keep coming up with new requirements even though we told them there was no room for more red tape,” a manager of one of the leading logistics firms in Addis Ababa told The Reporter.

Djiboutian authorities have also raised fees for a variety of services. Ethiopian firms are being charged between USD 65 and USD 70 to finalize a truck paper.

Another logistics company manager expressed concern about the excessive bureaucracy. “Ethiopia and Djibouti have reached an agreement. However, Ethiopian authorities have no say over the transactions and port services provided in Djibouti. Djiboutian authorities have no authority over us,” the manager.

የጉምሩክ ትራንዚት

“የጉምሩክ ትራንዚት” ማለት ዕቃዎች በጉምሩክ ቁጥጥር ስር ሆነው ከአንድ የጉምሩክ ጣቢያ ወደ ሌላ የጉምሩክ ጣቢያ የሚተላለፍበት የጉምሩክ ሥነሥርዓት ዓይነት ነው፡፡

አዲስ በወጣው የጉምሩክ ደንብ 518/2014 ክፍል ሁለት ምዕራፍ አንድ ከአንቀጽ 7 -10 የጉምሩክ ትራንዚት አፈጻጸምን በተመለከተ የተቀመጡ ዋና ዋና የማስፈጸሚያ ድንጋጌዎች ለግንዛቤዎ እንደሚከተለው ተቀምጠዋል፡፡

- የትራንዚት ፈቃድ ያገኘ ሰው የትራንዚት ፈቃድ በተሰጠው በአንድ ወር ጊዜ ውስጥ ዕቃውን ወደአገር ውስጥ ማስገባት አለበት፡፡

- ዕቃው ወደ አገር ውስጥ የሚገባው በተለያዩ ክፍልፋይ ጭነቶች ከሆነ የትራንዚት ፈቃድ በተሰጠ በሶስት ወር ጊዜ ውስጥ ዕቃው ተጠቃሎ ወደአገር ውስጥ መግባት አለበት፡፡

- የጉምሩክ አስተላላፊው ወደ አገር ውስጥ የገባ ዕቃ መድረስ በሚገባው ሰዓት መድረሻ ጣቢያ አለመድረሱን እንዳወቀ ይህንኑ ለኮሚሽኑ ሪፖርት ማድረግ አለበት፡፡

- ከላይ በተገለጹት የጊዜ ገደቦችና ድንጋጌዎች መሰረት ዕቃ ጉምሩክ መድረሻ ጣቢያ ያልደረሰ እንደሆነ ዕቃው ወደ ሀገር ውስጥ እንደማይገባ ተቆጥሮ የዕቃ ዲክላራሲዮን ይሰረዛል፤

- በተሰረዘ ዲክላራሲዮን የተከፈለ ቀረጥና ታክስ ወይም የተያዘ ዋስትና ተመላሽ ጥያቄ በዲክላራሲዮን አቅራቢው ዲክላራሲዮኑ በተሰረዘ በአንድ ዓመት ጊዜ ውስጥ የቀረበ እንደሆነ ለዕቃው ግዥ የዋለው የውጭ ምንዛሪ ለፈቀደው ባንክ መመለሱ ተረጋግጦ ተመላሽ ይደረጋል።

- የዲክላራሲዮን አቅራቢ አና አጓጓዥ በትራንዚት ላይ እያለ በጠፋ ጭነት ወይም ዕቃ ላይ የሚፈለገውን ቀረጥና ታክስ የመክፈል የአንድነት እና የነጠላ ኃላፊነት አለባቸው፡፡ በአጓጓዥ የሚከፈል ቀረጥና ታክስ የወንጀል ተጠያቂነትን አያስቀርም፡፡

- በዲክላራሲዮን ያልተመዘገበ ዕቃ ወደሀገር ሲገባ አስመጪው ዕቃው ከመፈተሹ በፊት ካላሳወቀ ወይም በላኪው ስህተት ዕቃው መጨመሩን ካላረጋገጠ ዕቃው ከህጋዊ ዕቃ ጋር ተቀላቅሎ እንደገባ ይቆጠራል፡፡

- በጅቡቲ ወደብ ሦስት ወር በላይ በጎረቤት ሀገር የቆየ ዕቃ ቀረጥና ታክስ ሳይከፈልበት ወደሀገር ተጓጉዞ በደረቅ ወደብ እንዲቆይ ይደረጋል፡፡ የዕቃው ባለቤት የወጣውን ወጪ እና ቀረጥና ታክስ በመክፈል በአንድ ወር ጊዜ ውስጥ መረከብ ይችላል፡፡
