የመንግስት አገልግሎትና አስተዳደር ሪፎርም ፖሊሲ በተግባር፦ አካታችነትና እና ብዝሃነት

አዲስ አበባ ግንቦት 20 ቀን 2018 ዓ.ም. የመንግስት አገልግሎትና አስተዳደር ሪፎርም ፖሊሲ አንዱ አምድ አካታችነትና እና ብዝሃነትን (Inclusivity and Diversity) ማረጋገጥ ነው። ይህ ፖሊሲ የመንግስት ተቋማት እያንዳንዱን ዜጋ በእኩልነት፣ በክብርና ያለ አድልዎ ማገልገል እንዳለባቸው ይደነግጋል።

የፌደራል ሲቪል ሰርቪስ ኮሚሽን እና የተባበሩት መንግስታት የልማት ፕሮግራም (UNDP) በጋራ በመሆን “FUTURE SMART: Transforming the Public Sector for Improved Service Delivery” የተሰኘውን ታሪካዊ የሙከራ ፕሮጀክት በስኬት በማጠናቀቅ ይህንን የሪፎርም ፖሊሲ በተግባር ምን እንደሚመስል አሳይተዋል።

ይህ ለ15 ወራት የቆየው የሙከራ ፕሮጀክት በከፍተኛ ደረጃ የተቀመጡ የፖሊሲ ግቦችን ወደ ተጨባጭ የአካባቢ ለውጦች ቀይሯል። ፕሮጀክቱ ትኩረቱን ያደረገው የአካባቢው የመንግስት አገልግሎት መስጫ ማዕከላትን ዲጂታል፣ ቀልጣፋ እና ሁሉንም ያካተቱ በማድረግ ላይ ያደረገ ሲሆን፤ የአካል ጉዳተኞች (PwDs) እና ሴቶች በክብር እንዲስተናገዱ የሚያደርጉ ሰፊ ድጋፎችንም አካቶ የያዘ ነበር።

የአካታችነትና እና ብዝሃነት ፖሊሲ አምድ ተግባራዊነት ሙከራ በተደረገባቸው አካባቢዎች በተግባር የተፈተሸው እንደሚከተለው ነው፦
📍 ቦሌ ክፍለ ከተማ፣ ወረዳ 7 (አዲስ አበባ) — ከሲቪል ማህበረሰብ ድርጅት (PADet) ጋር በመተባበር
• እናቶችንና ቤተሰቦችን መደገፍ፦ እናቶች ልጆቻቸውን በንጽህና እና በሰላም የሚያጠቡበት እንዲሁም ዳይፐር የሚቀይሩበት ልዩና ራሱን የቻለ ክፍል ተገንብቷል።
• ተደራሽነትን ማሳደግ፦ ለአካል ጉዳተኞች ያለ ምንም እንቅፋት አገልግሎት እንዲያገኙ የሚያስችሉ ምቹ የእግር ጉዞ መንገዶች እና ልዩ መጸዳጃ ቤቶች ተገንብተዋል።
• የአቅም ግንባታ፦ ለ30 የወረዳው ማዘጋጃ ቤት ሰራተኞች ዜጎችን በክብር እና ሁሉን ባካተተ መልኩ ማስተናገድ እንዲችሉ የስራ ደረጃ ስልጠና ተሰጥቷል።
📍 ከርፌ ቀበሌ፣ አደዓ ወረዳ (ኦሮሚያ) — ከሲቄ የሴቶች ልማት ድርጅት ጋር በመተባበር
• እናቶችንና ቤተሰቦችን መደገፍ፦ ማዘጋጃ ቤቱን ለሚጎበኙ እናቶች የሚሆን ልዩና ምቹ የጡት ማጥቢያና የዳይፐር መቀየሪያ ክፍል ተዘጋጅቷል።

• ተደራሽነትን ማሳደግ፦ የማዘጋጃ ቤቱ ህንፃዎች በዊልቸር ለመግባት እንዲያመቹ ተደርገው በሮችና መወጣጫዎች የተስተካከሉ ሲሆን፣ 35 አጋዥ መሣሪያዎች (ዊልቸሮች፣ ክራንቾችና ምርኩዞች) አገልግሎቱን ለሚፈልጉ ሰዎች ተሰራጭተዋል።

• የዲጂታል ሽግግር፦ የቢሮ አሰራሮችን ዲጂታላይዝ በማድረግ፣ 73 ሰራተኞች የአካባቢውን አካል ጉዳተኛ ነዋሪዎች በቀላሉ መዝግበው መደገፍ እንዲችሉ ስልጠና ተሰጥቷል።

የ“FUTURE SMART” ፕሮጀክት በተሳካ ሁኔታ መጠናቀቅ ሁለቱን የሙከራ ቦታዎች ከማዘመን ባለፈ፣ የሪፎርም ፖሊሲውን የአካቶነት ቁርጠኝነት በመላ ሀገሪቱ እንዴት መተግበር እንደሚቻል ማሳያ የሆነ ትልቅ አርአያ ጥሎ አልፏል። ይህ ተግባር ደግሞ ማንም ዜጋ ወደኋላ የማይቀርበት ዘመናዊ የመንግስት አገልግሎት ለመገንባት በቁርጠኝነት እየተጓዝን መሆኑን ማሳያ ነው፡፡

Public Service and Administration Reform Policy in Action: Inclusivity & Diversity

A cornerstone of the Public Service and Administration Reform Policy is the Inclusivity and Diversity pillar. This policy mandates that our public institutions evolve to welcome, respect, and serve every single citizen equitably.
The Federal Civil Service Commission and UNDP Ethiopia have just demonstrated exactly what operationalizing this policy looks like by successfully concluding their milestone pilot project: "FUTURE SMART: Transforming the Public Sector for Improved Service Delivery."
This 15-month initiative translated high-level policy goals into tangible, local-level changes. It focused on making government hubs digital, efficient, and deeply inclusive—expanding support to ensure that both persons with disabilities (PwDs) and women are accommodated with dignity.
Here is how the Inclusivity and Diversity pillar came to life in the pilot locations:
📍 Bole Sub-City, Woreda 7 (Addis Ababa) — In partnership with CSO PADet
• Supporting Mothers & Families: Built specialized, dedicated spaces for women, providing a clean, private room to safely nurse their children and change diapers.
• Enhancing Accessibility: Constructed accessible pavements and specialized restrooms to guarantee barrier-free physical access to public services.
• Capacity Building: Delivered service-standard training to 30 municipal staff members to ensure dignified, inclusive citizen engagement.
📍 Karfe Kebele, Adea Woreda (Oromia) — In partnership with Siiqqee Women's Development
• Supporting Mothers & Families: Integrated private, dedicated nursing and diaper-changing spaces for mothers visiting the municipal hub.
• Enhancing Accessibility: Modified municipal infrastructure with wheelchair-accessible doors and ramps, and distributed 35 assistive devices (wheelchairs, canes, crutches) directly to the community.
• Digital Transformation: Digitized office operations and trained staff to seamlessly register and support 73 local residents with disabilities.
The successful finalization of the "FUTURE SMART" initiative does more than upgrade two offices—it provides a proven, scalable blueprint that shows exactly how to implement the Reform Policy's commitment to inclusion across the entire nation. From accessible ramps to private nursing rooms, we are moving closer to a modernized public service that truly leaves no citizen behind!
