COVID19 and a confluence of other events–like the surge in the ongoing conflict, the US military withdrawal and a significant further decline in foreign aid and military spending–has already forced the Afghan government to focus more on immediate and urgent political challenges rather than committing to long-term policies for reforms, poverty reduction and sustainable economic growth.
