Our Story

The ACT Exchange’s activities began in 2009 to continue and extend the work initiated by the Council of Europe’s Cultural Department and specifically the Creating Cultural Capital (CCC) Project.

It was created in 2010 under the terms of the Council of Europe’s European Convention on the Recognition of Legal Personality of International Non-Governmental Organizations of 24th April 1986.

The statutes of the association, drafted in collaboration with the Directorate of Culture and Cultural and Natural Heritage, state the ACT Exchange’s aims and objectives as continuing those of the Council of Europe’s program on Cultural Cooperation.

In 2010, the ACT Exchange’s activities focused on supporting regional cultural cooperation as developed in the Kyiv Initiative. In this respect its focus was the Wine Culture Tourism Exchange (WCTE) project. The WCTE project created regional public/private sector partnerships for the exchange of information and ideas in the development of wine culture tourism. It successfully launched a platform that supported the great wine routes of Europe which included participation from Vivanco.

On November 23, 2012, the ACT Exchange created a pilot program for the development of the great vine and wine museums worldwide. The ACT Exchange promoted a wine museum portal, subject to special financing through contributions from members and sponsors. The portal set out a virtual cultural route reflecting the interests and objectives of the community of vine and wine museums and cultural centers
