Ireland's Data Protection Commission (DPC) led GDPR fine enforcement in 2023, issuing over €2.8bn in fines, with a €1.2bn fine against Meta being the highest ever.
A DLA Piper report highlighted the DPC's role in GDPR interpretations and noted a debated "pay or okay" subscription model in the EU.
Big Tech faces scrutiny for GDPR compliance, with Meta exploring paid app versions to evade targeted ads.
The report warns of an evolving legal landscape post-GDPR, and despite an increase in breach notifications, some businesses may not disclose breaches.
