Rwanda has been a stand-out in increasing life expectancy. There the Mutuelles de Santé (Community-Based Health Insurance) scheme covers over 90% of the population, ensuring broad access to services and creating a reliable demand that can support both public and private providers.

Systemically a study focusing on West Africa between 1995 and 2019 found that of funding: out-of-pocket (OOP) spending was found to negatively affect Healthy Life Expectancy (HLE), whereas government health spending and, significantly, prepaid private health spending per person demonstrated positive short-term effects on HLE in both the host country and adjacent countries.

Not only providing healthier population but a sound foundations for investment in healthcare facilities.
