𝗜𝗣𝗘 𝗚𝗹𝗼𝗯𝗮𝗹 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝘀 𝗜𝗻𝗱𝗶𝗮'𝘀 𝗳𝗶𝗿𝘀𝘁 𝗠𝗼𝗱𝗲𝗹 𝗛𝗲𝗮𝘁 𝗔𝗰𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝗻 𝗳𝗼𝗿 𝗣𝗮𝘁𝗻𝗮 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁, 𝗯𝗿𝗶𝗱𝗴𝗶𝗻𝗴 𝘁𝗵𝗲 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗴𝗮𝗽 𝗯𝗲𝘁𝘄𝗲𝗲𝗻 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝘀𝗰𝗶𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝗼𝗻-𝗴𝗿𝗼𝘂𝗻𝗱 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻. The Plan deploys hyper-granular heat risk assessments, disaggregated to the block and ward level, and embeds locally-led adaptation principles to ensure interventions are contextually grounded, institutionally owned, and scalable across Bihar and beyond 𝗶𝗻 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 𝘄𝗶𝘁𝗵 United Nations Development Programme - UNDP-𝗜𝗻𝗱𝗶𝗮 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗮𝗲𝗴𝗶𝘀 𝗼𝗳 𝗕𝗶𝗵𝗮𝗿 𝗦𝘁𝗮𝘁𝗲 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 (𝗕𝗦𝗗𝗠𝗔) 𝗮𝗻𝗱 𝗗𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗣𝗮𝘁𝗻𝗮.

𝗪𝗵𝗮𝘁 𝗺𝗮𝗸𝗲𝘀 𝘁𝗵𝗶𝘀 𝗽𝗹𝗮𝗻 𝗱𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁?
The Model Heat Action Plan for Patna is not another generic state-level template. It is built on a hyper-local risk architecture constructing a Heat Vulnerability Index and a composite Heat Risk Index. The model integrates near-term and mid-term climate projection scenarios that enables planners and policy makers in risk-informed planning. The plan goes further by embedding a live digital Decision Support System (DSS) and web portal, allowing district officials to visualise heat hotspots, overlay demographic and infrastructure data, and plan targeted responses in real time: 𝗮 𝗼𝗻𝗲-𝗼𝗳-𝗶𝘁𝘀-𝗸𝗶𝗻𝗱 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝘁𝗼𝗼𝗹 𝗮𝘁 𝘁𝗵𝗲 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝗹𝗲𝘃𝗲𝗹.

The initiative and its capacity-building workshop received prominent recognition from Patna state authorities and leading newspaper dailies across Bihar signalling growing institutional momentum, aimed at supporting the transition from plan preparation to effective on-ground operationalisation of heat resilience measures that reduce structural drivers of urban overheating.
